Therefore, the election organizations at the central and local levels, the Vietnam Fatherland Front at all levels, agencies, organizations and units must coordinate closely and proactively prepare the conditions to ensure the conference takes place on schedule and in accordance with regulations. Between consultative conferences, there are adjustments according to structure and composition. At the central level, with National Assembly deputies, there are two adjustments between the first, second and third consultative conferences by the National Assembly Standing Committee adjusting the structure. At the local level, after the first consultative conference, the People's Council Standing Committee adjusts the structure.   Regarding the chairing of consultation conferences. The central consultation conference for candidates for National Assembly deputies is convened and chaired by the Presidium of the Central Committee of the Vietnam Fatherland Front. For candidates for National Assembly deputies at the local level, it is convened and chaired by the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level. As for People's Council deputies, at each level, it is convened and chaired by the Standing Committee of the Vietnam Fatherland Front at that level.

Regarding the composition of consultative conferences. For the consultation on introducing candidates for the National Assembly, the central consultative conference consists of the Presidium of the Central Committee of the Vietnam Fatherland Front, representatives of the leadership of member organizations and invited delegates who are representatives of the National Election Council, the Standing Committee of the National Assembly and the Government . The consultative conference at the provincial and municipal levels consists of the Standing Committee of the Vietnam Fatherland Front Committee, representatives of the leadership of member organizations of the Front at the same level and representatives of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level and invited delegates.

As for the consultative conference for candidates for People's Council deputies at all levels, it includes the Standing Committee of the Vietnam Fatherland Front Committee, representatives of the leadership of member organizations of the Front and invited delegates.

"Thus, at the local level, candidates for National Assembly deputies have an additional component, which is the representative of the Standing Committee of the Vietnam Fatherland Front of all communes, while the People's Council does not have this component."   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu   Ha noted.

In this National Assembly election ,   The Standing Committee of the Vietnam Fatherland Front Committee has been structured differently in terms of numbers compared to the previous term. This composition is stipulated in Regulation 301 of the Central Party Secretariat on the functions, tasks, and organizational structure of the Fatherland Front at the provincial and communal levels.

For member organizations, it is recommended that the Provincial and Commune Fatherland Fronts and the Standing Committees of the Fatherland Fronts at all levels must, based on the Front's charter, review and determine the member organizations of their level after the arrangement and merger, ensuring full compliance with regulations. Because the number of member organizations will have a great influence on the proportion and number of votes in the processes of the    consultative conference. Because currently due to merger arrangements ,   The number of member organizations of the provincial and communal Fronts is very different. At the provincial level, the lowest number fluctuates at 21 member organizations and the highest province is Hanoi city, 47 member organizations.   Therefore , attention should be given to all levels and especially below the commune level.

  " The Standing Committee of the Central Committee of the Vietnam Fatherland Front will issue a document next week with instructions on this matter ."   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu Ha informed.

For the representative of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level, it is recommended to note that it must include all communes, wards and towns in the province and city. Regarding the number of candidates, according to Ms. Nguyen Thi Thu Ha, all three consultation conferences must ensure the necessary direct balance. In particular, at the third consultation conference, the list of candidates for National Assembly deputies must ensure that the balance is greater than the prescribed balance. Specifically, the number of people in the list of candidates for National Assembly deputies in each constituency must be at least two people more than the number of elected deputies specified for the constituency. For the list of candidates for People's Council deputies, if the constituency is three deputies, the number of candidates in the list must be at least two people more than the number of elected deputies.   If the constituency has four or more delegates, the number of candidates on the candidate list must be at least three more than the number of elected delegates.

Where there are 100 or more voters, 55 voters must attend.

Refers to   The second major content is about organizing conferences to introduce candidates at agencies, organizations, units and conferences to receive comments and trust from voters at the place of residence, according to   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu   Ha has two main conferences. The first conference is the candidate introduction conference at the agency, organization, unit. This is the conference held between the first and second consultative conferences. That means after the first consultative conference and before the second consultative conference, this conference will have to be held. It takes place between December 17, 2025 and January 25, 2026 , including three conferences.

The three conferences must be organized in the following order: First, a meeting of the leadership of the agency, organization, or unit is held to propose candidates for election to the National Assembly and People's Councils at all levels. The leadership of the agency, organization, or unit and the commander of the armed forces shall preside over and discuss the proposed candidates of their agency, organization, or unit to be proposed for election to the National Assembly or People's Council.    Here is a new point to note that the composition of the leadership of an agency, organization, or unit is determined according to the regulations and charter of the organization, agency, or unit. In cases where the regulations and charter do not clearly define who is in the leadership, the head of the agency or unit shall base on the regulations on the structure of the organization, agency, or unit to decide on the composition of the leadership.

The second conference is to organize a conference of voters at the workplace. The authority to chair and convene a conference of voters at the workplace is the leadership of the agency or organization. This conference includes both candidates and self-nominated candidates. For those working at political and social organizations, the leadership will chair and organize it. For candidates working at public service units and economic organizations where there is no trade union, the opinion will be convened and chaired by the leadership of the unit. Where there is a trade union, the head will coordinate with the executive board of the trade union to chair and convene it.

“This is also a very different point after implementing Resolution 60 of the Central Executive Committee, some agencies, units, and organizations no longer have trade unions,”   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu   Ha said and informed that there are some new points worth noting about the form of organizing the conference, which is that the conference must be organized in person. However, in case of force majeure due to natural disasters or epidemics, it is not possible to organize a conference in person, then organize an online conference or distribute ballots to collect opinions according to the regulations of the competent authority.

The third conference is the expanded leadership conference of the agency, organization, or unit to discuss and introduce candidates for the National Assembly and People's Councils at all levels. Depending on the type of organization, the expanded leadership includes the leaders of the department, agency, or unit and representatives of affiliated units and a number of other members according to each specific type and is clearly regulated in Resolutions 1101 and 1102 of the National Assembly Standing Committee.

Regarding the conference of voters at the place of residence, this conference is held between the second consultative conference and the third consultative conference. The conference is held between the date   4/2 to day   February 8, 2026. The conference is convened and chaired by the Standing Committee of the Vietnam Fatherland Front Committee at the commune level. The commune level coordinates with the People's Committee at the same level to convene and chair the conference. Thus, for both candidates for the National Assembly and candidates for People's Councils at all levels, the conference at the place of residence of the voters is held in the village and residential group.

In terms of the number of voters ,   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu Ha said,   For places with less than 100 voters, a general conference of voters shall be held to collect opinions on candidates for the National Assembly and People's Councils at all levels. And the number of voters attending must be at least 50% or more. for Where there are 100 or more voters, a plenary conference or a conference with household representatives, but at least 55 voters must attend, can be held. During this time, verification and response to voters' issues regarding candidates for the National Assembly and People's Councils at all levels must be carried out.   Must be completed by February 8, 2026 at the latest.

The conference to collect voters' opinions at their place of residence, which is held between the second and third consultations, is a very important step. This is the premise for the conference to report the results to the third consultation conference. Specifically ,   The Presidium of the Central Committee of the Vietnam Fatherland Front for the central consultative conference and the Standing Committee of the Vietnam Fatherland Front at the provincial level for the consultative conference at the provincial level shall report on the situation and results of the organization of collecting opinions and comments on the confidence of voters at the workplace and place of residence for the candidates. It shall clearly state the cases that need to be considered due to the cases raised by voters and the list of candidates expected to be nominated as candidates for the National Assembly. In case a candidate does not gain the confidence of more than 50% of the total number of voters attending the conference of voters at the place of residence, he/she shall not be included in the list of nominees at the third consultative conference, except in special cases that need to be clearly reported for consideration and decision by the competent conference and the consultative conference.

Therefore, it is necessary to develop a plan, schedule, and implementation content in great detail, setting out daily and weekly tasks to be completed. It is necessary to strengthen coordination between central and local election organizations, agencies, organizations with the Vietnam Fatherland Front Committees at all levels in organizing consultation conferences and conferences to collect voters' opinions.

“ The Vietnam Fatherland Front has implemented many digital transformation solutions to apply in organizing consultation conference processes as well as serving the election work. Up to this point ,   The Front has built a specialized election page on the Front system at all levels on the Digital Front portal.   Software has been built to receive opinions and recommendations from voters and people and a system of agencies in the Front system and socio-political organizations. The software system receives voters' opinions 24/7. All of this software is displayed on the screen .   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu Ha said.

Along with that, according to   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu Ha, the Front has built software to connect and share information with the national election system and in a number of provinces and cities and will continue to complete it .   special An electronic handbook has been developed to guide the election process. Up to this point ,   This electronic handbook is also complete.

It can be said ,   All software and content related to digital transformation and digital transformation applications in the election work under the responsibility of the Front have been completed and have initially operated smoothly and effectively. The Standing Committee of the Central Committee of the Vietnam Fatherland Front has also had documents to send to the Front system at all levels. Training will be conducted throughout the system next week. However, the central guidance cannot cover all specific situations arising in each locality and facility. Therefore, it is recommended that localities proactively follow the situation. The Vietnam Fatherland Front has also assigned a standing unit and is ready to receive information and answer questions related to the election under the functions and tasks of the Vietnam Fatherland Front. In addition to the basic contents mentioned above ,   Vice president   –   General Secretary   Central Committee of the Vietnam Fatherland Front   Vietnam   Nguyen   Thi Thu Ha stated:   Resolution 1101 and Resolution 1102 and related documents also provide detailed instructions on the order of organizing conferences, on negotiating and introducing candidates in the case of additional elections for National Assembly deputies and People's Council deputies, on forms and attached appendices to facilitate the implementation process.
