Attending and directing the Conference were Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam ; Comrade Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly, Chairman of the National Election Council chaired and directed the Conference.
According to Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on leadership of the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term, in order for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels to achieve high results, the Politburo requires Party committees and organizations at all levels to lead and direct the implementation of good planning, fully prepare conditions for successful organization; ensure the election is conducted democratically, equally, legally, safely, economically and truly a festival for all people.
The content of Directive No. 46 also states that it is necessary to link the personnel results of Party Congresses at all levels and cadre planning with the work of preparing to introduce exemplary people with steadfast political views and stances, who meet the standards, capacity and conditions to perform the duties of National Assembly deputies and People's Council deputies.
“Do not include in the list of candidates those who show signs of political opportunism, ambition for power, conservatism, factionalism, localism; those who are being inspected or examined for signs of violations, have been concluded by competent authorities to be dishonest; and heads of agencies, organizations, and units that have allowed serious corruption, waste, negativity, and disunity to occur,” Directive No. 46 clearly states.

Speaking at the opening ceremony of the National Conference on Election Deployment held on the morning of November 15, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man said that in four months, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place.
“This is a major political event of the country, taking place at a time of special significance. The entire Party, the entire people and the entire army are striving to achieve results in welcoming the 14th National Party Congress; the revolution of streamlining the organization of the political system, operating the two-level local government model, rearranging administrative boundaries,... opens up new development space, new driving force, which is the fundamental condition to maintain stability and development, to govern a modern nation, and promote rapid and sustainable growth,” said National Assembly Chairman Tran Thanh Man.
According to the National Assembly Chairman, compared to previous terms, this election has many important new points such as: Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, setting the election date on March 15, 2026, 2 months earlier than previous elections. Shortening the time in the steps of the election process: the time from the end of submitting candidacy dossiers to the election day is reduced from 70 days to 42 days; the time frames for consultation, announcement of the list of candidates, settlement of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality.
In addition, the authority to determine voting areas and organize elections according to the two-level local government model has been adjusted; election campaign methods have been diversified, in addition to direct voter contact, allowing online organization or combining direct and online.
In particular, there is a mechanism that allows the National Election Council to proactively adjust the time and guide election organizations when practical situations arise, ensuring the progress and effectiveness of election organization.
National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man emphasized that each election has new contexts, advantages and difficulties, and new situations may arise, but with high political determination and close leadership and direction from the Party Central Committee, the Politburo, the Secretariat, and directly from General Secretary To Lam, Party committees at all levels in the election preparation work are the most important factors to ensure the election's success.
Along with that is the determination, closeness, proactiveness, creativity, flexibility, closeness to the practical situation and geographical conditions of each locality; the division of work, close and effective coordination between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity and continuity from the Central to the grassroots level.
“In particular, to properly implement the requirements of Directive No. 46 of the Politburo, the entire political system must unite, strengthen coordination, and focus on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically, equally, legally, safely and economically. If this can be done, this election will definitely be a broad democratic activity among all classes of people, selecting and electing excellent representatives, representing the people of the whole country in the National Assembly and People's Councils at all levels,” the Chairman of the National Assembly and Chairman of the National Election Council noted.

Immediately after the opening speech of the National Assembly Chairman, Chairman of the National Election Council Tran Thanh Man, the Conference listened to the Standing Deputy Head of the Central Organizing Committee Hoang Dang Quang present the Politburo's Directive on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and the Central Organizing Committee's guidance on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
At the Conference, Deputy Prime Minister Nguyen Hoa Binh presented Directive No. 28/CT-TTg dated September 18 of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the new term.
According to Deputy Prime Minister Nguyen Hoa Binh, the Prime Minister has directed that it is necessary to create the most favorable conditions for people to fully exercise their mastery rights in selecting, introducing, and electing people with virtue and talent, worthy of representing the people of the whole country in the National Assembly and People's Councils at all levels.
The Prime Minister has assigned the Ministry of Home Affairs as the standing agency, responsible to the Government and the Prime Minister for advising and assisting the Government and the Prime Minister in directing ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels to conduct elections according to regulations and assignments of the National Election Council; providing guidance and training on election organization nationwide; guiding and implementing emulation and reward work in election organization according to regulations; inspecting and urging People's Committees at all levels to implement election regulations and guidance documents of the National Election Council, the National Assembly Standing Committee, the Government, the Prime Minister, the Government, and the Central Committee of the Vietnam Fatherland Front.
The Ministry of Public Security is responsible for presiding over and coordinating with the Ministry of Science and Technology and the Ministry of Culture, Sports and Tourism to prevent cyber attacks, ensure cyber security, protect election information systems, and promptly prevent and handle acts of spreading false information that affect the election.
“Optimally use the population database. Accordingly, the Ministry of Public Security provides population data to the National Election Council and the Ministry of Home Affairs; directs the Public Security of provinces and cities to provide local population data to the Standing Committee of the People's Council, People's Committee, and Election Committee at all levels to serve the synthesis and statistics of population data and voter lists for each administrative unit at the provincial and communal levels; guide the exploitation and use of the National Population Database and the application of electronic identification (VNeID) in the process of compiling voter lists and printing voter cards...”, Deputy Prime Minister Nguyen Hoa Binh said.
The Ministry of Finance shall balance and allocate funds in a timely manner for central and local agencies to implement; guide the preparation of estimates, management, use, settlement and inspection of the use of election funds; ensure that funds are used for the right purposes, requirements, economically, effectively and in accordance with the provisions of law.
In the context of the unpredictable epidemic, the Ministry of Health must preside over and coordinate with relevant agencies to regularly monitor and update the epidemic situation; direct medical units to coordinate with local authorities at all levels and election organizations to proactively develop plans to respond to epidemic prevention and control, ensuring safety during the preparation and organization of the election.
“It is necessary to have response scenarios because the natural disaster situation is increasingly severe. The Ministry of Agriculture and Environment will take the lead and coordinate with relevant agencies to regularly update the situation, proactively respond to natural disaster situations; proactively develop plans and coordinate with localities to promptly respond to natural disaster situations that may occur in some localities and areas during the preparation and organization of the election,” said Deputy Prime Minister Nguyen Hoa Binh.
The election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on Sunday, March 15, 2026.
The first session of the 16th National Assembly shall be convened no later than 60 days from the election date. The first session of the People's Council for the 2026-2031 term shall be convened no later than 45 days from the election date.
