At the Hue city bridge point, there were Party Central Committee member, Secretary of the City Party Committee Nguyen Dinh Trung; Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Phan Thien Dinh.
The conference is considered an important political event, opening the process of preparing for the election - a great festival for all people. The atmosphere at the connecting points shows the initiative and urgency of the entire political system in the face of new requirements of the election work in the 2026-2031 term.
In his opening speech, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man emphasized that in four months, the election will take place - an important political event of the country, taking place in the context of the entire Party and people striving to achieve achievements to welcome the 14th National Party Congress. The organization of this election takes place at a time when the local government system is operating under a two-level model, administrative boundaries are being rearranged, creating new momentum for development, while ensuring stability, improving governance efficiency and people's lives.
The National Assembly Chairman also noted that the election had many new features: shortening the term of the National Assembly and People's Council, setting the election date two months earlier, reducing the time of the election process steps, adjusting the authority to determine voting areas according to the 2-level local government model and diversifying the forms of election campaigning, including combining online with in-person. At the same time, the National Election Council was proactive in making adjustments when practical situations arose to ensure progress and efficiency.
The National Assembly Chairman affirmed that with the close leadership of the Central Committee, the Politburo, the Secretariat, and directly by General Secretary To Lam, along with the close coordination of agencies and organizations, the election will ensure democracy, equality, safety and economy. This will be an occasion for extensive democratic activities, electing excellent representatives of the People in the National Assembly and People's Councils at all levels.
At the conference, delegates listened to representatives of central agencies present a system of important documents serving the election work, including: Directive of the Politburo on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Instructions of the Central Organizing Committee on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Directive of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Procedures for negotiating steps to select and introduce candidates for National Assembly deputies, People's Council deputies and organizing conferences to collect voters' opinions; Professional instructions on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Plan of the National Election Council on implementing contents and tasks to serve the upcoming election.
This is a system of documents that acts as a "compass" for the entire process of preparing and organizing elections, ensuring the spirit of initiative - publicity - transparency - efficiency.
A new point of attention at the conference was the announcement of the website on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The website is expected to become an important tool in the work of directing, operating, propagating and looking up election information. This system gathers all documents of the Party, Government, National Election Council, Fatherland Front and local Election Committees; at the same time, it creates conditions for people to access transparent and accurate information, thereby strengthening the people's trust in the Party and State, contributing to organizing democratic, equal, legal, safe and economical elections.
Speaking at the conference, General Secretary To Lam affirmed that each election is a historical milestone, demonstrating the democratic and progressive nature of the Vietnamese State, where all power belongs to the people. This election is not only an opportunity to consolidate the political system, build and control the State apparatus, but also an opportunity to demonstrate the strength of national unity and improve leadership and management capacity in the context of perfecting the 2-level local government model.
Regarding personnel work, the General Secretary noted the focus on selecting truly exemplary delegates who are loyal to the Fatherland and the People, virtuous, talented, healthy and dedicated to participating in the activities of the National Assembly and People's Councils. The structure of delegates must ensure harmonious representation among sectors, classes, genders, ages, ethnicities, and occupations, from officials and civil servants to businessmen, artists, and religions. At the same time, it is necessary to resolutely eliminate those who take advantage of politics, cling to power, are dishonest, or violate the law.
The General Secretary also emphasized the need to organize democratic, public, and transparent elections; ensure that voters fully exercise their right to run for office and vote, and closely monitor the election process to avoid negative phenomena, such as power and position seeking. Propaganda work must be stepped up to raise voters' sense of responsibility, and mobilize everyone to participate voluntarily and responsibly, contributing to turning election day into a festival for all people.
In addition, the General Secretary noted ensuring political security, social order and safety, applying information technology in voter management, and closely coordinating from the central to grassroots levels to ensure the most effective preparation work.
General Secretary To Lam expressed his belief that with careful preparation and responsibility from all levels and sectors and the consensus of nearly 100 million voters, the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a great success, truly becoming a festival for all people, contributing to building a strong and prosperous Vietnam and a prosperous and happy people.
On November 10, the Hue City Party Committee issued Decision No. 66-QD/TU on the establishment of the Steering Committee for the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term. According to the decision, Mr. Nguyen Dinh Trung, member of the Party Central Committee, Secretary of the City Party Committee, was assigned as Head of the Steering Committee. The Steering Committee has 4 Deputy Heads and 12 members. According to Decision 66-QD/TU, the Steering Committee is responsible for advising the City Party Committee to organize, disseminate and seriously implement Directive No. 46-CT/TW of the Politburo and the guidance of the Central Organizing Committee on leading the election of the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term. The Steering Committee is responsible for guiding, urging and inspecting the election preparation work, ensuring that the election takes place democratically, in accordance with the law, safely and effectively. |
