The Provincial People's Court tried a group of teenagers in Mong Cai City (old) for violating the law (June 2025).
On June 23, the Provincial People's Court brought a group of young people to trial in Mong Cai City (old). According to the case file, due to a feud with a group of young people in Hai Ha District (old), on July 25, 2023, a group of 11 people, mainly students aged 15-16, discussed, assigned, and used motorbikes from Mong Cai to Hai Ha to fight. This group also agreed that when they arrived in Hai Ha District, whenever they saw young people riding motorbikes without license plates, or with L1 license plates, with "revving the exhaust", they would gather and beat them, regardless of who they were. Therefore, in the area of Quang Chinh Commune, old Hai Ha District (now Quang Ha Commune), when they encountered a motorbike driven by Mr. D (born in 2004), the group approached and chased them. Being chased and beaten for no reason, Mr. D ran away in a state of panic, at high speed, leading to losing control of the steering wheel, veering to the left side of the road, colliding with a motorbike going in the opposite direction, leading to an accident, Mr. D died at the scene.
It is worth mentioning that at the time of the crime, the subjects were all minors. Some of them had previously been administratively punished foreducational violations at the commune, ward, or town level, or sent to a reform school for the acts of "Intentionally causing injury", "Transporting prohibited goods"; and were sentenced to suspended imprisonment for the crime of "Intentionally causing injury".
In June 2025, the People's Court of Cam Pha City (now the People's Court of Region 3) opened a public first-instance trial for 7 defendants in their teens for the crime of "Robbery". According to the indictment, at around 0:30 on November 4, 2024, in the Onsen area (Quang Hanh ward), the defendants carried metal rods as dangerous weapons, drove 4 motorbikes, shouted, and chased the motorbike driven by Mr. Chieu Xuan C carrying Mr. San AS on the coastal road, causing negative impacts on security, order, and social safety. These subjects also used metal rods to beat Mr. C and Mr. S to steal the motorbikes. After analyzing and assessing the nature and severity of the crime and the aggravating and mitigating circumstances for the defendants, the Trial Panel sentenced the defendants to appropriate sentences, demonstrating the strictness of the law. This is also a warning lesson for parents in educating and managing their children in adolescence.

Also in June 2025, Road Traffic Police Team No. 1, Traffic Police Department (Provincial Police) summoned and worked with young people who gathered, drove recklessly, and swerved in many communes and wards of Dong Trieu City (old). Through verification, more than 20 young people aged 16-20 made an appointment to gather and commit acts that disrupted traffic safety. The subjects did not wear helmets, carried people on the vehicle without helmets, swerved, and swerved; in some cases, they did not have a driver's license, and handed over the vehicle to people who were not qualified to drive. The authorities imposed administrative sanctions and fines of nearly 100 million VND on the violators.
Through the above incidents, the alarm bell has once again sounded about the current state of crime and law violations among young people. This state of affairs not only stems from laxity in family education, but also stems from a social environment that contains many negative factors. Many young people are enticed, enticed, and even incited by bad friends to commit illegal acts when they are not fully aware of the legal consequences and implications of their actions.
To proactively prevent, stop and push back the trend of "juvenile crime" requires active, synchronous and effective participation from Party committees, authorities, departments, branches, organizations, families and the whole society. In the coming time, the authorities will continue to strengthen patrols to ensure security and order in the area to suppress and strictly handle groups of young people who violate the law; strengthen propaganda about the law to raise awareness among young people; promote propaganda and education from family to school; accompany and support young people to start a business; reform, help and educate slow-moving and erring young people to integrate into the community...
