The transformation of "black credit" from football betting
For online gambling crimes, the subjects are both open in form but sophisticated and cunning in their methods of concealing their identities. Notably, gambling crimes are also closely intertwined with “black credit” activities.
According to the Criminal Police Department of the City Police, the reality from recent cases and incidents shows that many subjects organizing gambling activities are owners of credit lending establishments, using "black credit" as a trick to "provide money" to support gambling activities. After losing, gamblers often have to turn to "black credit" to borrow money to pay off debts, even borrow money to serve gambling activities. It is the close connection between gambling activities and "black credit" that has given rise to many complicated problems regarding security and order, leaving many bad consequences for society.
For example, from 2020 to 2023, the Criminal Police Department of the City Police discovered 48 cases of gambling activities (including 22 cases of organizing gambling or gambling and 26 cases of gambling). The unit also investigated and clarified 48 cases, handling 259 related subjects.
Regarding gambling crimes occurring in cyberspace, the Criminal Police force has established 16 special projects, accounting for 33% of the total number of cases related to gambling activities in recent times. Accordingly, 16 gambling crime rings in cyberspace have been dismantled and clarified, 148 subjects have been arrested, 128 subjects have been prosecuted, and 20 subjects have been administratively handled.
One of the typical cases and incidents that the Criminal Police Department of Da Nang City Police has eradicated is a gambling ring, organizing gambling in the form of online football betting with a scale of more than 200 billion VND around the end of May 2024.
Accordingly, after establishing a special case, at 6:00 a.m. on May 21, the Criminal Police Department of the City Police coordinated with the Department of Professional Affairs of the Ministry of Public Security to dismantle the ring, urgently arresting Nguyen Tan Cong (36 years old), residing in Hoa Minh ward, Lien Chieu district; Nguyen Thanh Xuan (38 years old), residing in Tho Quang ward, Son Tra district and Dang Ngoc Hieu (34 years old), residing in Man Thai ward, Son Tra district, Da Nang city for organizing gambling in the form of online football betting. Of the three subjects above, Nguyen Tan Cong is the ringleader; Dang Ngoc Hieu is an accomplice, assisting Xuan.
During the search, the police seized about 500 pages of documents showing football betting history from April 16, 2024 to May 20, 2024 with an amount of more than 1.8 million USD (equivalent to about more than 40 billion VND).
Through the investigation, the subjects confessed that from January 2024 until the time of arrest, Cong was introduced by an acquaintance in society (unknown background) to a group on the Telegram application to directly contact the bookmaker to get a Super KC2Q account with the code name "Kkc.xx", worth 500,000 USD (1 USD of betting is conventionally worth 7,000 VND and can be increased to 25,000 VND).
The company split the Super account into 4 Master accounts, 14 Agent accounts, 69 Member accounts and redistributed them to subordinates and gamblers to organize gambling or gamble in the form of football betting over the Internet.
The subjects in this network have a strict division of labor, hierarchy, and organization, using high-tech means to commit crimes. The task force initially determined that the amount of money used to organize and gamble by this network was about more than 200 billion VND.
Or the case of organizing gambling and gambling in the form of online football betting with a total transaction amount of up to about 100 billion VND was eradicated by the Criminal Police Department of the City Police in coordination with related professional units on July 1, 2024, for example.
This ring operates inter-provincially, with dozens of participants, of which Tran Minh Quang (46 years old), residing in Hoa Quy ward, Ngu Hanh Son district, Da Nang city, was identified as the mastermind and leader...
To carry out the above acts, Tran Minh Quang bought 2 accounts of a subject on social networks. Each account had a betting point limit of 620,000 points and 500,000 points respectively. From the above accounts, Quang created 4 other master accounts and assigned them to his subordinates: Tran Van Hung (32 years old), residing in Phuoc My ward, Son Tra district; Nguyen Van Thanh Vi (40 years old), residing in Hai Chau district; Vo Nhu Cuong (44 years old), residing in Chinh Gian ward, Thanh Khe district and Nguyen Van Quang (46 years old), residing in Tho Quang ward, Son Tra district to operate. With the scale of this line's operations, the number of gamblers participating was in many districts of Da Nang city and Quang Nam province.
Statistics show that from the end of May 2024 until his arrest, the online gambling ring run by Tran Minh Quang organized thousands of participants with a total gambling amount of more than 100 billion VND.
Eliminate huge gambling dens on cyberspace
Together with the Criminal Police force, in the first 8 months of 2024, the Department of Cyber Security and High-Tech Crime Prevention and Control (Cyber Security Department) of the City Police coordinated with the Department of Cyber Security (Ministry of Public Security), the Police of units and localities to detect and fight to destroy 04 gambling and gambling rings in the form of football betting on cyberspace.
For example, on June 20, 2024, after collecting sufficient documents and evidence, the Criminal Police Team of Hai Chau District Police coordinated with the Cyber Security Department and related professional units to mobilize dozens of officers and soldiers to divide into many working groups to simultaneously deploy a plan to urgently arrest 10 subjects residing in Da Nang; at the same time, coordinated with Ho Chi Minh City Police to arrest 02 other related subjects here. This gambling and gambling organization ring had a transaction scale of up to more than 1,000 billion VND.
Specifically, in Da Nang, the police force urgently arrested 3 operators: Nguyen Huynh Van Doi (58 years old), residing in Phuoc Ninh ward and Tran Dinh Ba (66 years old), residing in Hoa Cuong Nam ward, with Hai Chau army; Doan Trong (59 years old), residing in An Hai Bac ward, Son Tra district, and a number of other subjects including: Le Khac Trinh (41 years old), Dam Quang Hung (60 years old), Nguyen Van Hung (50 years old), Pham Chinh (59 years old), Nguyen Thanh Nhan (54 years old), Le Dinh Quang (61 years old), Luu Dien Vinh (56 years old), Tran Doan Tin (52 years old) and Le Vu (36 years old), all residing in Da Nang city.
In addition, at the same time, the Working Group of Da Nang City Police coordinated with Ho Chi Minh City Police to raid a hotel in District 1, arresting 2 more subjects who were the total betting website providers for 12 subjects in Da Nang.
The investigation results determined that from August 2023 until the time of the raid, the above subjects were provided by the bookmaker with a limit of 3 million USD (more than 60 billion VND) per month to participate in winning and losing bets on domestic and foreign football matches. After that, the subjects allocated and divided into smaller accounts for "agents" and subordinates to organize and attract many players to participate in betting for illegal profits. The total transaction value of the website that the subjects used to organize gambling was about more than 1,000 billion VND...
To destroy this "super-huge" gambling den, the Criminal Police Department of Hai Chau District Police worked hard to organize reconnaissance activities, monitor and synchronously deploy professional measures for a long time. The subjects operating this line were extremely shocked and surprised when they were arrested. The extremely special achievement of the City Police was to promptly cut off the football betting chain right when the 2024 European Football Championship had just started, contributing to ensuring security and order in Da Nang city.
It can be said that, although in the past time, the professional units of Da Nang City Police have actively fought, arrested and destroyed many large-scale gambling rings, the amount of money transacted by the subjects in gambling activities is up to thousands of billions of VND, but this gambling activity is becoming more and more popular, constantly changing in methods and tricks of crime to deal with the police agency.
