According to Clause 5, Article 6, Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, the monthly health insurance contribution for students is equal to 4.5% of the basic salary. This regulation will officially apply from August 15, 2025. Thus, each student only has to pay a maximum of about 631,800 VND/year, a decrease of nearly 253,000 VND compared to before.
In previous years, many parents hesitated when buying health insurance for their children because they had to balance many expenses for education and living. This year, with the new policy, that worry has been somewhat alleviated.
Although the amount of 253,000 VND/year is small for many families, for farmers, workers, and freelancers, it is enough money to buy more books, a uniform or simply a nutritious meal for their children. Reducing the financial burden on parents also means creating more equal opportunities in accessing health services for all students.
In reality, the gap in health care conditions between urban and rural areas, and between social classes, remains a challenge. With increasing support, school health insurance is gradually narrowing that gap. A student in a mountainous area has the same rights to medical examination and treatment as a student in an urban area; children from poor families have the same health protection as children from well-off families.
This is a fairness that does not stop at words, but is demonstrated by specific policies, by a health insurance card that has the value of protection in times of need. Thanks to that, all students, regardless of circumstances, have the right to access basic health services. The new policy on school health insurance follows the spirit of "leaving no one behind" in health care.
From a social perspective, this is a timely policy intervention, when the cost of living is increasingly escalating. Health insurance support not only has financial significance, but also demonstrates the State's sharing of responsibility with parents, accompanying them on the journey of nurturing and caring for the younger generation.
In the context of pandemics, climate change, natural disasters and unpredictable health risks, health insurance coverage for students becomes even more urgent. A healthy generation will become an abundant, creative and resilient workforce, a decisive factor in the competitiveness and sustainable development of the country.
Human health is the most valuable asset. When the young generation is fully cared for both physically and mentally, it will be a solid foundation for the development of the country today and tomorrow.
