Recently, the People's Committee of Bac Giang province has just deployed the Plan to implement the Digital Transformation Project and apply information technology in implementing the National Target Program on Socio -Economic Development (SEDP) of Ethnic Minority and Mountainous Areas (EMMA) for the period 2021-2025.
To support ethnic minorities to access information on science and technology and promote local products to friends at home and abroad. To improve the ability to apply and use information technology to support socio-economic development for ethnic minority and mountainous areas. To apply information technology and digital transformation in implementing the Program, to improve the effectiveness of state management of ethnic affairs and to organize and manage the Program from the central to local levels.
From there, deploy the application of digital technology and digital data to innovate and enhance the effectiveness of management, direction, operation, inspection, supervision and evaluation of the Program. Innovate methods and digital transformation in communication and propaganda for the Program. Improve the capacity of officers implementing the Program at all levels.
The plan sets a target that by 2025, 100% of the agencies managing and implementing the Program from the provincial to the communal level will deploy an information system to serve management, direction, operation, capacity building, communication, and monitoring and evaluation; 100% of periodic reports, monitoring reports, summary reports, and the Program's indicator system will be carried out in a synchronous digital environment from the central to local levels, aiming to replace traditional reports; 100% of the agencies and organizations managing and implementing the Program from the provincial to communal level will be automatically informed about the contents, tasks, and implementation results. Establish and publish open data sets on the results of the implementation, monitoring, and evaluation of the Program for public disclosure to organizations and people.
Strive for 100% of published data to be exploitable in the digital environment (computers, smartphones, etc.); 100% of managers at all levels managing and implementing the Program are trained, fostered, and have their capacity enhanced, and regularly share information on digital skills and IT applications in handling operations in the digital environment. Agencies managing and implementing the Program from the provincial to local levels are guaranteed infrastructure and equipment to operate online meeting rooms; at least 30% of meetings, conferences, seminars, and training sessions are conducted in the digital environment; 100% of information systems under the Project are fully implemented in accordance with current legal regulations on network information security.
To help ethnic minorities grasp the Party's guidelines and viewpoints, the State's policies and laws; have full access to information on health, education, science and technology, markets; information on security and order to proactively ensure the maintenance of stable lives and socio-economic development of the region through tasks and projects within the scope of the Project. Strive to gradually preserve the festivals and customs of ethnic minorities in the form of digital, multimedia databases and disseminate and introduce them to the community at home and abroad through tasks and projects within the scope of the Project.
In order for the digital transformation of ethnic minority and mountainous areas to be effective, it is necessary to have solutions to connect, interconnect, and synchronize data of the Ethnic Committee with ministries, branches, and localities. Accordingly, it is necessary to quickly develop an integrated system, share data at the ministerial level connected with information systems; invest in a reporting, evaluation, and monitoring information system to serve the operating center of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2025.
