Promoting disbursement of foreign capital public investment capital in 2025

In particular, the Provincial Management Board of Investment Projects for Construction of Civil and Industrial Works, Vinh Yen City People's Committee, Tam Duong District are assigned to urgently complete procedures on investment, site clearance, and resettlement to continue implementing and completing the Project on the Development Program of Type II Urban Areas (green urban areas); proactively report to the Provincial People's Committee or specialized departments and branches on any problems arising in each stage of project implementation for timely handling measures.

The Department of Finance shall preside over and coordinate with project investors to review the allocation and disbursement progress of projects using ODA capital, and propose transferring the plan to other internal projects with good disbursement progress and lacking capital.

At the same time, based on the actual disbursement situation, in case the expected disbursement of the foreign capital public investment plan for 2025 is not fully allocated or there is a need for additional capital, the Provincial People's Committee shall advise the Ministry of Finance to issue a written proposal for adjustment to be sent to the Ministry of Finance for synthesis and reporting to competent authorities.

There is a document reporting the disbursement of foreign capital public investment capital of projects under the management of the province in the first 5 months of 2025 and estimates for each remaining month of the whole year 2025 (details for each project).

It clearly states the difficulties, obstacles, and causes affecting the disbursement of foreign capital since the beginning of the year, especially objective and subjective causes, identifies the extent of the extension, obstacles, and proposes measures to overcome difficulties and resolve obstacles to complete the task of disbursing public investment from foreign capital sources in 2025 and sends it to the Ministry of Finance before May 28.
