Increasing investment attraction from infrastructure and social housing
According to data from the Ministry of Finance , foreign direct investment (FDI) realized in Vietnam in the first 10 months of this year is estimated at 21.3 billion USD, up 8.8% over the same period last year. This is the highest amount of foreign direct investment realized in 10 months in the past 5 years, demonstrating the confidence of foreign enterprises in the investment policy and environment in Vietnam.
Localities leading in attracting FDI continue to promote advantages in infrastructure, land fund, transportation, etc. In particular, the development of social housing and accommodation for workers has been promoted by a number of provinces and cities, creating a distinct advantage, both developing the economy and ensuring social security.
142 new FDI projects have been granted in Dong Nai since the beginning of the year. Notably, the newly attracted projects are mainly in the manufacturing of semiconductors, electrical and electronic components; and mechanical engineering. There are no projects in the list of industries with environmental pollution factors.
Mr. Ho Dang Duy Phuc - Deputy General Director of Amata Long Thanh High-Tech Park said: "With the investment in inter-regional infrastructure, especially key national projects such as Long Thanh International Airport, Bien Hoa - Vung Tau Expressway, Ring Road 3 after completion will be an advantage and a very important driving force for the development of Dong Nai province, attracting new generation FDI capital flows".
Ms. Tran Ngoc Anh Dao - Legal Director, Vietnam Industrial Park Company shared: "Dong Nai province directed very decisively and quickly, and highly appreciated the close companionship and support of the management board for enterprises, significantly shortening the time to implement investment projects".
With 43 industrial parks with high occupancy rates operating in the area, the demand for housing for workers and laborers in Dong Nai is very large.
Mr. Pham Viet Phuong - Deputy Head of the Management Board of Industrial Parks and Economic Zones of Dong Nai province commented: "Now when promoting investment in many places, most people ask where the workers are? In the process of implementing the planning, calculate the accommodation for workers, training places and institutions to stabilize the workers working in industrial parks".
Mr. Nguyen Cong Dinh - General Director of Ho Nai Industrial Park Company confided: "That means the loss of labor deficit no longer exists, at the same time, with social housing, businesses will feel secure in expanding production and business, without worrying about labor shortage. Living conditions for workers contribute to improving competitiveness, increasingly attracting large capital flows to Dong Nai province".
With great demand from the businesses that employ workers, developing social housing is no longer just a matter of completing assigned targets, but has become a strong support for localities to concentrate many industrial parks like Dong Nai, increasing investment attraction, aiming for the economic growth target of 10% this year.

Solutions to boost social housing supply
Up to now, Dong Nai province has approved the investment policy of 40 social housing projects. 13 projects are under construction. The locality has also arranged land funds for social housing development, requiring commercial housing projects to reserve 20% of land for social housing development. In addition, the province has also publicized the approval criteria; strengthened inspection, supervision, and handling of violations. The goal by 2030 is for Dong Nai province to invest in and complete the construction of about 65,000 social housing units.
Mr. Vo Tan Duc - Deputy Secretary of Dong Nai Provincial Party Committee said: "Timely institutionalize policies, Resolutions of the Party and laws of the State on social housing development to suit the characteristics of the situation and needs of the people in the area. Second, implement planning and arrange land funds for social housing development in suitable locations, convenient for transportation, linked to industrial centers, ensuring synchronization of technical infrastructure and social infrastructure. Third, focus on reviewing and building favorable processes and procedures, shortening the time to implement the project".
Mr. Tran Ngoc Dung - Deputy Director of Dong Nai Housing Business Joint Stock Company shared: "The process of appraising documents and granting construction permits has all been shortened. In the previous stage, if investing in a simple project, investors would have to spend at least 6 months to a year, now the process has been shortened, about 2-3 months".
A two-bedroom social housing apartment in Dong Nai province costs about 1 billion VND. It is expected that from now until the end of the year, 4,200 apartments will be completed, meeting the target set by the Government. In a province with many industrial parks like Dong Nai, having social housing at reasonable prices will help people settle down and stabilize their lives in the long term.

Promoting the development of social housing in industrial parks
In the minds of many people, only in Hanoi or Ho Chi Minh City, the need to buy apartments priced at around 1 billion VND is really urgent. In recent days, there have been scenes of long lines of people waiting in the rain to submit applications to buy social housing in Hanoi. However, in reality, in industrial capitals, the need for social housing is also very large and requires separate development directions to be truly suitable and effective.
During the morning rush hour, people flock to industrial parks in Dong Nai to work. Behind them, a number of social housing buildings have sprung up - where workers can safely leave their children to go to work every day.
Ms. Pham Thi Huong - Dong Nai Province shared: "Now that I'm here, it's more stable. I feel comfortable with life. Before, I had to rent and move back and forth, which is not as good as living here. Now I'm settled in one place."
Mr. Truong Van Thong - Dong Nai Province said: "Since I moved here, I feel that life is comfortable and carefree, I have the determination to go further."
Mr. Truong's company has to rent 4 cars every day to transport employees from Ho Chi Minh City and neighboring areas to Dong Nai to work. It is estimated that each month, he will have to spend 120 million VND on car rental. Like other companies with factories here, he hopes to have more social housing projects, so that the company can reduce costs and workers do not have to travel dozens of kilometers every day. Building social housing must be carefully calculated, unlike building houses in the heart of the city, where the infrastructure is already available.
Mr. Nguyen Quoc Truong - General Director of Anh Duong Irradiation Technology Company commented: "All activities must follow the procedures of commercial housing, only then will it attract people and make workers interested in living there."
At the end of May, the National Assembly passed Resolution 201 on piloting a number of specific mechanisms and policies for social housing development. The new point of the Resolution is to allow enterprises and organizations to rent social housing from project investors to arrange accommodation for their staff and employees, including foreign workers and employees. This is a new regulation that directly affects social housing projects located in industrial parks. In order for supply and demand to truly meet, the investment promotion agency of Dong Nai province is increasing contact and survey activities between FDI enterprises and housing investors.
Mr. Nguyen Minh Hai - Chairman of the Board of Directors of An Hung Phat Urban Infrastructure Development Company commented: "Creating conditions for businesses to manage better, avoiding long-distance travel, for example, people from Dong Nai have to go to Ho Chi Minh City to rent, while the pressure on housing in Ho Chi Minh City is very tense, but in Dong Nai, this pressure is less, there is still excess. There are distributions that will be more suitable".
Recruiting staff is a concern for many businesses in industrial zones. Because many workers have a seasonal mentality, only one or two years and then return to their hometown or move to another place. But when they have their own home, workers will decide to stay longer. Each small apartment, each new project built every day contributes significantly to helping the locality retain large investors.
