Promoting the application of digital technology in medical examination and treatment under health insurance

Identifying digital transformation and information technology application as mandatory requirements to bring satisfaction and ensure benefits for health insurance participants, in recent times, the social insurance sector has promoted propaganda and guided people to use chip-embedded citizen identification cards (CCCD), health insurance card images on the VssID and VNeID applications during health insurance examination and treatment. Thereby helping to simplify administrative procedures, create favorable conditions, save time and costs for people and medical facilities.

People of Kien Xuong district register for health insurance examination and treatment using chip-embedded citizen identification cards.

Previously, every time she went to the private general hospital Hoang An ( Thai Binh city) for health insurance, Ms. Nguyen Thi Theu, Vu Chinh commune, had to use her health insurance card and photo identification to register for medical examination. However, for more than a year now, Ms. Theu has completely switched to using a chip-embedded ID card instead of a paper health insurance card; she finds it very convenient because she does not need as many cumbersome documents as before, and the procedures are very quick and accurate. Ms. Theu shared: Before using a paper health insurance card, every time she registered for medical examination, she had to wait in line, which was very time-consuming. Since using the chip-embedded ID card, I find it very convenient, I just need to show my card, the hospital staff will scan the QR code to display full personal information as well as medical examination history. I find that by registering like this, I will be guided to the clinic very quickly. Most people who go to the hospital are not in good health, so shortening the registration time and reducing the hassle of complicated paperwork is very necessary, so we don't have to get tired of waiting for a long time.

Mr. Hoang The Hanh, Binh Dinh commune (Kien Xuong) has used his chip-embedded CCCD to register for health insurance many times. Mr. Hanh is living and working in Hanoi , unfortunately due to an accident, he suffered a minor injury to his wrist. On the occasion of returning to his hometown, he took the opportunity to go to Kien Xuong General Hospital for a check-up. Mr. Hanh shared: Whether in Hanoi or Thai Binh, I only need to bring my chip-embedded CCCD to be able to quickly register for health insurance. I find it very convenient to register for health insurance in this form because the CCCD is compact, easy to keep without worrying about tearing or losing it like a paper health insurance card. I myself am very happy and satisfied when using the chip-embedded CCCD for health insurance.

The use of chip-embedded ID cards, health insurance card images on the VssID digital social insurance application and the VNeID electronic identification application can be considered a breakthrough in the digital transformation of the social insurance industry to bring participants and beneficiaries of health insurance regimes and policies in the most convenient, easy and fastest way. With these applications and utilities, medical staff only need to scan the code to be able to complete health insurance procedures for people, without spending as much time on declaration as before, helping to save effort, limit the need to bring many types of documents when going to medical examination and treatment, reduce the situation of losing or damaging health insurance cards when using. Doctor Nguyen Van Ngau, Director of Hoang An Private General Hospital shared: Every day we receive over 200 people coming to register for health insurance, most of whom use chip-embedded ID cards. Using chip-embedded ID cards, VssID and VNeID applications to replace paper health insurance cards not only helps people but also medical facilities save a lot of time; reduce paperwork and procedures, ensure speed and convenience, and contribute to improving the quality of health insurance medical care.

Ms. Bui Thi Tuyet, Deputy Head of Social Work and Customer Care Department, Kien Xuong General Hospital said: Previously, medical staff had to enter information to compare between the paper health insurance card with the ID card or non-chip CCCD and the database on the medical data portal, which took more time. In some cases, the information did not match between the paper health insurance card and the ID card, or the paper health insurance card was damaged or lost, making it difficult to register for medical examination and treatment. Since using digital technology in health insurance registration, I have found it very convenient for people and medical examination and treatment facilities. I evaluate that the use of chip-embedded CCCD, VssID and VNeID applications has helped to reduce up to 50% of the time compared to using paper health insurance cards for medical examination and treatment.

In recent times, the Social Insurance sector has determined that digital transformation must be carried out strongly and drastically to meet the satisfaction of participants and beneficiaries of health insurance policies. The Social Insurance sector considers the application of information technology in health insurance treatment as an inevitable and mandatory requirement to contribute to the successful construction of a digital government. Currently, the connection and sharing of data between the national population database and the national insurance database ensures that data is always "correct, sufficient, clean, and alive".

Starting from June 1, 2025, Vietnam Social Security requires social security agencies to stop issuing paper health insurance cards to participants; only issue new paper health insurance cards for 3 cases, which are those who cannot install the VssID, VNeID applications and those who do not have a chip-embedded ID card. For cases requesting re-issuance or exchange of health insurance cards, social security officers will directly guide participants to install the VssID digital social insurance application, the VNeID electronic identification application and instruct them to use the chip-embedded ID card for medical examination and treatment instead of the paper health insurance card.
