Speed up progress, ensure exploitation of over 3,000km of expressway this year

The announcement stated at the 20th Meeting on September 10, 2025, the Prime Minister - Head of the Steering Committee assigned 30 tasks to ministries, branches and localities.

In the past time, ministries and branches have also actively implemented and completed 8 tasks on time, including some important tasks such as: The Ministry of Construction has proactively inspected the site, advised the Deputy Prime Ministers and Heads of Inspection Teams to direct units to focus on removing difficulties and speeding up the construction progress of projects in the list of 3,000 km of expressways planned to be completed in 2025.

The Ministry of Agriculture and Environment has submitted to the Government a Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals; the Ministry of Finance has reported on the implementation of Resolution No. 106/2023/QH15 of the National Assembly on piloting a number of specific policies on investment in road construction; has completed the development of a Decree guiding Law No. 90/2025/QH15 of the National Assembly on bidding for investor selection...

Besides, there are still some slow tasks that do not meet requirements such as the provinces of Tuyen Quang, Lang Son, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dong Nai, An Giang have not completed the site clearance work as directed by the Prime Minister.

From now until the end of 2025, there are only nearly 2 months left, some projects still have a large amount of work; therefore, relevant ministries, branches, localities, units and individuals are required to focus on implementing the following tasks:

Complete the goal of putting into operation over 3,000km of expressways and about 1,700km of coastal roads by 2025

The Prime Minister requested ministries, branches, localities, and members of the Steering Committee to continue to improve and be more determined to complete this particularly important political task, and absolutely not be subjective.

Require each ministry, branch, locality, each cadre, civil servant, laborer, worker, investor, contractor, and consulting unit to actively innovate thinking, ways of thinking, and ways of doing things, overcome difficulties, especially unfavorable weather conditions; mobilize all resources, equipment, and machinery, apply modern technical solutions, and at the same time review and complete procedures according to regulations to successfully organize the inauguration ceremony of the projects on December 19, 2025 in accordance with the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025; complete works and items to ensure synchronous, quality, and safe exploitation to serve people's travel needs during the 2026 New Year and the Year of the Horse.

The Prime Minister assigned the Minister of Construction to directly direct the inspection, review, and removal of difficulties and obstacles related to key transport projects, especially for some large-volume projects such as Dong Dang-Tra Linh and Huu Nghi-Chi Lang, ensuring technical traffic opening in 2025, contributing to the completion of the target of 3,000km of expressway.

Request the investor (Deo Ca Group) to review and adjust the plan and construction organization measures to ensure technical traffic clearance of all projects as committed; coordinate with local enterprises, armed forces stationed in the area, and supporting military enterprises to speed up project implementation progress.

The Ministry of National Defense promotes the qualities of "Uncle Ho's soldiers" with the spirit of solidarity and mutual assistance, directing military regions to support motorbikes, equipment, and human resources (when requested by investors) to speed up the construction progress of expressway projects scheduled to be completed in 2025, ensuring the completion of the goal of putting into operation over 3,000km of expressway.

The People's Committees of the provinces and cities of Tuyen Quang, Dong Nai, Ho Chi Minh City, and Dong Thap resolutely directed investors and contractors to speed up construction progress to complete the Tuyen Quang-Ha Giang, Ho Chi Minh City Ring Road 3, Bien Hoa-Vung Tau, and Cao Lanh-An Huu projects as committed.

The Ministry of Construction continues to monitor, synthesize, and urge localities to focus on implementing the coastal road system; promptly report to the Prime Minister on matters beyond its authority, ensuring the goal that by the end of 2025, the whole country will have about 1,700km of coastal roads.

Ministries, branches and localities urgently register with the Government (through the Ministry of Construction) projects to be inaugurated and commenced on December 19, 2025, in the spirit that each organization strives to have at least 2 projects/works eligible to commence or commence.

Long Thanh International Airport Phase 1 and Noi Bai Airport Upgrade Project to be inaugurated on December 19, 2025

Currently, the total completed volume of the Project is about 61% while the remaining time of 2025 is only about 2 months, the remaining volume is very large. With the role and special importance of the Project, it is required that ministries, branches, and governing agencies, especially ACV, urgently have appropriate solutions to accelerate the construction progress (striving for a minimum monthly output of 20%), strictly control quality, labor safety, organize construction reasonably and scientifically, especially Component Project 3 (passenger terminal) and Component Project 4 (service works items). Prepare to start construction of phase 2 of the project to report to competent authorities.

The relevant ministries and agencies are responsible to the Party, the Government, the Prime Minister and the People for the progress of the Project implementation; it is important to ensure synchronization (from the central works such as the passenger terminal, air traffic control tower, service works and connecting roads...).

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly inspect and urge relevant ministries and agencies to promptly resolve difficulties to speed up the project's progress.

Speed up investment preparation procedures for projects

Nghe An, Quang Ngai and Cao Bang provinces urgently complete the Pre-Feasibility Study Report to submit to competent authorities for investment policy for the Vinh-Thanh Thuy Border Gate, Quang Ngai-Kon Tum and Bac Kan-Cao Bang expressway projects, to be completed in 2025.

Hanoi city and Bac Ninh and Gia Lai provinces speed up the progress of preparing and approving the Feasibility Study Report for the Gia Binh airport connecting road project and the Quy Nhon-Pleiku project, to be completed in 2025.

The Ministry of Construction is speeding up the approval of the Feasibility Study Report and starting construction of the Ho Chi Minh City-Trung Luong-My Thuan Expressway expansion project on December 19, 2025.

Ho Chi Minh City and Lam Dong province are speeding up the selection of investors, contractors and related procedures to start construction of the Ho Chi Minh City-Moc Bai and Tan Phu-Bao Loc projects on December 19, 2025.

Ensure progress for projects under construction

The Ministry of Construction, localities, and management agencies of projects under construction continue to direct investors and contractors to supplement human resources and equipment, increase construction teams, and organize construction in 3 shifts and 4 teams to ensure completion progress according to the assigned plan.

The Ministry of Construction, the Ministry of National Defense; the provinces of Ninh Binh, Hung Yen, Dong Nai, Lam Dong, Phu Tho, and Son La urge investors, contractors, and contractors to resolutely implement the Dau Giay-Tan Phu, Ho Chi Minh City-Long Thanh, Ca Mau-Cai Nuoc, Cai Nuoc-Dat Mui projects, the traffic route to Hon Khoai Island, the Hon Khoai dual-use port, Ninh Binh-Hai Phong, Gia Nghia-Chon Thanh, and Hoa Binh-Moc Chau projects right from the beginning, following the set schedule and not allowing any delays.

Urgently agree on a plan to exploit construction materials for the Ninh Binh-Hai Phong Project under the PPP form.

In addition, the Prime Minister assigned the Ministry of Agriculture and Environment to direct the Department of Animal Health and the Department of Plant Protection to strictly control the construction progress of the headquarters of animal/plant quarantine agencies at the Long Thanh International Airport Project.

The People's Committee of Hung Yen province urgently worked with localities (Ninh Binh, Hai Phong, Bac Ninh, Tuyen Quang, Phu Tho) to agree on a plan to exploit construction materials for the Ninh Binh-Hai Phong Project under the PPP form; report to Deputy Prime Minister Tran Hong Ha.

The Prime Minister assigned the Ministry of Construction to preside over and work with the People's Committee of Dong Nai province and ACV to agree on the investment in the 1.9km connecting section to Long Thanh International Airport as proposed by the People's Committee of Dong Nai province.

Ministries, branches and localities continue to review planning and register the need for medium-term public investment capital plans for the 2026-2030 period according to the guidance of the Ministry of Finance; prioritize expressway projects in the list to complete 5,000 km by 2030; resolutely not allocate capital for other projects when there are not enough resources to implement the above expressway projects.

The Ministry of National Defense urgently completes documents and researches the implementation of an airport on Tho Chu Island, Kien Giang Province; promptly reports to competent authorities the investment plan according to regulations in November 2025.

The Ministry of Construction coordinates with localities and relevant agencies to review the list of expressways being prepared for investment and under construction nationwide, especially expressways in the Mekong Delta region, to add to the list of projects under the Steering Committee (if necessary) for timely monitoring and supervision./.
