Speeding up the progress of Binh Dong Industrial Park Project

(ABO) Along with Go Cong Town, Tien Giang Province focusing on speeding up the site clearance progress of Binh Dong Industrial Park Project (referred to as the Project), the investor has also agreed to speed up the implementation progress of the Project.

According to the People's Committee of Go Cong Town, the project has a total area of 210.1 hectares, the work of measuring and issuing documents according to regulations has been completed. The measuring unit has coordinated with the People's Committee of Binh Dong Commune to invite households in the project to sign a confirmation form of the results of measuring the current status of the land plot.

Up to now, the locality has invited people in 4 batches to sign to confirm the area. The total number of land plots affected by the Project is 1,482; the number of plots with signed documents is 1,021.

The number of plots with unsigned records is 461, of which 80 records were requested by people to be re-measured due to large area differences; 268 records were not met with the householder due to working far away; 113 records were people who did not agree to sign.

The Land Registration Office of Tien Giang province has compiled a list of absentees and those who did not agree to sign the documents and sent it back to the People's Committee of Binh Dong commune for additional signature.

At the same time, prepare a list of cases of absence and failure to sign the records as prescribed; check the addresses of land users for contact.

According to the People's Committee of Go Cong Town, the industrial park boundary markers have been completed and handed over to the Go Cong Town Project Management and Land Fund Development Board and Binh Dong Commune People's Committee for management.

Currently, the locality is continuing to count the area according to each type of land and the statistical method according to the opinion of the Department of Natural Resources and Environment.

At the same time, the People's Committee of Go Cong Town has completed and issued Plan No. 220/KH-UBND dated November 2, 2023 on the progress of implementing compensation, support and resettlement (R&D) of the Project.

It is expected that by December 2024, compensation, support and resettlement work will be completed and the entire land area will be handed over to the investor.

Regarding the implementation of Binh Dong Resettlement Area with an area of 10.3 hectares, the Project Management Board and Land Fund Development of Go Cong Town conducted a field survey of the Project; counted the number of resettled households when implementing the Project with about 618 resettlement lots (including 319 eligible lots, 176 ineligible lots and 123 multi-generational households).

However, with an area of 10.3 hectares, 618 resettlement sites must be arranged, which does not ensure the criteria for trees and public works according to Standard 01:2021 of the Ministry of Construction .

Therefore, the People's Committee of Go Cong Town has requested the consulting unit to review and recalculate the number of plots accordingly. Specifically, the total number of planned plots is 546 plots. It is expected to arrange 319/319 eligible plots; 176/176 ineligible plots; 51/123 plots for multi-generational households.

The locality is currently preparing a budget outline for detailed planning and preparing an investment proposal to send to the Department of Planning and Investment. According to the estimate, the investment cost for the resettlement area is about 123 billion VND, and the site clearance cost is more than 102 billion VND.

According to Chairman of Go Cong Town People's Committee Gian Ba Huynh, recently, through working sessions between the province and the project investor, the investor agreed to restructure the company's operations and prepare to speed up progress.

Previously, Deputy Prime Minister Le Van Thanh signed Decision 1086/QD-TTg on investment policy, construction and business of infrastructure of Binh Dong Industrial Park, Tien Giang province.

Accordingly, the investment policy was approved; at the same time, the investor was approved as MK Central Solar Power Joint Stock Company.

The land use scale of the project is 211.96 hectares in Binh Dong Commune, Go Cong Town. The investment capital of the project is more than 2,428 billion VND; of which, the investor's contribution is 365 billion VND. The project's operating period is 50 years.
