Deploying electronic medical records is a key, top priority task. In particular, the Traditional Medicine and Rehabilitation General Hospital , Ha Quang Hospital and Quang Uyen Hospital must complete the implementation of electronic medical records of the unit before August 28, 2025.
The implementation of electronic medical records must ensure substance, bring specific effectiveness, improve productivity, quality of medical examination and treatment, disease prevention, and bring practical benefits to people and medical facilities. At the same time, ensure the connection and sharing of electronic medical records data between medical examination and treatment facilities and related information systems and databases; ensure information security, network security and information confidentiality according to regulations.

On August 12, 2025, the Department of Health issued Plan No. 4451/KH-SYT on preliminary assessment of preparation of conditions for implementing electronic medical records according to the criteria specified in Circular No. 54/2017/TT-BYT dated December 29, 2017 and Circular No. 13/2025/TT-BYT dated June 6, 2025 of the Minister of Health at a number of hospitals under the Department of Health.
Electronic medical records are one of the important components in the digital transformation process of the healthcare sector, helping to standardize medical examination and treatment data, enhance connectivity, share information between levels, reduce administrative procedures and improve treatment efficiency.
The implementation of electronic medical records not only helps reduce paperwork, save costs for printing, storage and human resources for managing records, electronic medical records are also a powerful tool to improve the quality of treatment. Doctors can access medical records with just a few clicks, quickly grasp the history, paraclinical results and diagnostic images, thereby shortening the diagnosis time and increasing the accuracy of treatment. Any changes in treatment are updated immediately, minimizing the risk of errors and increasing safety. In addition, digitalization helps hospitals save significantly on the costs of printing, storing and managing paper records.
