Proposal to assign Hai Phong Port to manage and exploit berths No. 4 and No. 5 of Chua Ve port

Handing over wharfs No. 4 and No. 5 of Chua Ve port to Hai Phong Port for management and exploitation is the most suitable option given the current situation.

Vietnam National Shipping Lines (VIMC) has just reported to the Ministry of Construction on the plan to manage and exploit assets of berths 4 and 5 of Chua Ve port (under Hai Phong Port Joint Stock Company).

Previously, Hai Phong Port Joint Stock Company built 5 management and exploitation plans for wharfs No. 4 and No. 5 of Chua Ve Port and evaluated the advantages and disadvantages of each plan.

The plan that is considered optimal and most effective is to continue handing over berths No. 4 and No. 5 of Chua Ve port to Hai Phong Port for management and use. This policy is consistent with the current status of assets as well as the planning of the Vietnamese seaport system and the urban planning of Hai Phong city.

However, to implement this plan, Hai Phong Port needs separate approval from competent authorities because it is not included in the usual forms of handling public assets but must apply the form of "other handling according to the Prime Minister 's decision".

Piers No. 4 and No. 5 of Chua Ve Port are part of the Hai Phong Port Upgrade Project Phase 2, using Japanese ODA loans and counterpart funds from the Government. The investor is the Ministry of Transport (now the Ministry of Construction).

Wharf No. 4 was completed and put into use in April 2006. Wharf No. 5 was completed and put into use in August 2006. Both wharves have synchronous investment in both wharves and loading and unloading equipment.

The Prime Minister then assigned Hai Phong Port to manage and operate wharfs No. 4 and No. 5 of Chua Ve Port, in order to create conditions for Hai Phong Port to recover investment capital and repay the borrowed funds from Japanese ODA loans.

The Ministry of Transport (now the Ministry of Construction) was assigned the responsibility of directing Hai Phong Port to develop a plan for managing and exploiting wharfs No. 4 and No. 5 Chua Ve. On that basis, agree with the Ministry of Finance on the financial mechanism for leasing the management and exploitation of the above two wharfs after recovering enough investment capital.
