The province currently has 17 industrial parks that have been established and granted investment certificates, of which 9 are already operational, attracting more than 260,000 workers. According to a survey by the Provincial Labor Federation, there are currently more than 20,000 workers living in rented accommodations, mainly concentrated in the districts and cities of Vinh Yen, Phuc Yen, and Binh Xuyen. Most of these privately built rented rooms are cramped, with inadequate living conditions, and rents ranging from 1.5 to 2 million VND per month. In addition, workers have to pay for electricity at 3,000 VND/kWh and water at 15,000 VND/cubic meter…
With an average monthly income of 6-7 million VND per person, the lives of many workers are quite difficult, especially for those who are married and have young children. It is projected that between now and 2030, many large projects will come into operation, attracting approximately 450,000 workers. Consequently, the demand for housing for these workers will increase significantly.
To facilitate low-income workers' ownership of social housing, the province has issued numerous mechanisms, policies, and regulations for housing management and development; and directed departments, agencies, and localities to strengthen management and attract investment in housing development projects. To date, there are 13 social housing projects in the province, concentrated in areas with many industrial zones such as Vinh Yen City, Phuc Yen City, and Binh Xuyen District, with a total project land area of over 65 hectares.
Of these, five housing projects for workers and low-income earners have been completed and put into use, including the Bao Quan low-income housing area in Khai Quang Industrial Park; the Vinaconex Xuan Mai low-income housing area; the Honda Vietnam Company's worker housing area; the Lien Bao ward social housing area; and the low-income housing area in Phuc Thang ward, serving the housing needs of more than 1,600 households.
Last March, the province commenced construction on a social housing project in the Nam Vinh Yen New Urban Area with a total investment of over 7,000 billion VND. The project, built on an area of over 17 hectares, comprises 38 apartment buildings ranging from 11 to 15 stories. It will provide more than 5,300 apartments, equivalent to nearly 190,000 square meters of floor space, contributing to meeting the urgent need for social housing. It is expected that from now until August, the province will commence one social housing project each month, striving to complete the target of building nearly 28,300 social housing units by 2029.
Mr. Tran Trung Thai, a worker at BHFlex Co., Ltd., Khai Quang Industrial Park (Vinh Yen), shared: “I hope that there will be more social housing projects for workers in the province so that low-income workers can own a home, thereby feeling secure in their work and striving to contribute their efforts to the overall development of the enterprise and the province.”
To accelerate progress and achieve the goals of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030"; and in accordance with Prime Minister 's Decision No. 444 assigning targets for completing social housing in 2025 and subsequent years up to 2030, Vinh Phuc continues to research and refine mechanisms, preferential policies, and support for accessing credit for investors in the construction of social housing and housing for industrial park workers.
Directing departments and agencies to review and adjust industrial park planning, allocating land for the development of social housing and trade union facilities for workers; developing specific implementation plans for social housing projects, including social housing components within new urban areas and housing complexes, on an annual and phased basis. Simultaneously, creating conditions for workers and low-income individuals to access preferential loan policies for purchasing housing in social housing projects.
