The Government has just sent the National Assembly a supplementary assessment report on the results of state budget implementation in 2024 and the implementation of the state budget estimate in 2025.
The Government said that the total state budget revenue for the first four months is estimated at VND944 trillion. With major policies for this year, the Government submitted to the National Assembly to handle a number of arising spending tasks.

Specifically, the Government proposed to supplement the 2025 central budget estimate to pay for regimes and policies for cadres, civil servants, public employees, and workers when implementing the arrangement and consolidation of the organizational apparatus.
On that basis, the Government proposed to allow the use of 15,710 billion VND of the remaining salary reform fund to be transferred to 2025 to supplement the budget for ministries, central and local agencies to pay regimes and policies for subjects specified in Decrees No. 178 and No. 67 of the Government.
The Government also proposed that the National Assembly allow an additional VND 28,290 billion in the central budget revenue estimate for 2025 to pay benefits and policies to the subjects.
The total budget of 44,000 billion VND mentioned above is proposed to be implemented according to the provisions of the State Budget Law.
Tuition-free support budget is about 10 trillion
In addition, the Government also proposed transferring the unallocated 2024 regular expenditure budget to 2025 to have resources to implement the tuition exemption policy and perform tasks arising from the organizational arrangement.
The funding requirement to support localities in implementing the tuition exemption policy is about 10 trillion VND, of which 4.5 trillion VND is needed in 2025 alone (4 months of the 2025-2026 school year).
Along with that, the Government also proposed to balance and allocate 3% of the total state budget expenditure in 2025 for science , technology, innovation and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW and Notice No. 03-TB/BCĐTW.
Specifically, the central budget needs to be balanced, supplemented with about 25 trillion VND to spend on science, technology development, innovation and national digital transformation, ensuring that the allocation level in 2025 is enough 3% of total state budget expenditure.
