On November 26, the National Assembly discussed the draft Law on National Reserves (amended) .
Speaking, delegate Ha Sy Dong ( Quang Tri Delegation) proposed adding new provisions on special national reserve vehicles for search and rescue.
“In the recent storm and flood disasters, we saw a serious shortage of specialized vehicles such as ships, rescue boats, amphibious vehicles, specialized high-chassis vehicles for overcoming floods, canoes, medical transport vehicles, and fire trucks,” said the delegate.
According to the Quang Tri delegation, there were times when the authorities could not reach the isolated area due to deep water and isolated terrain. While the volunteer groups spontaneously went ahead with primitive vehicles, which posed risks and there were tragic accidents.
“We cannot let the people go first and the State follow. Therefore, it is necessary to add a separate article in the law regulating the reserve of special vehicles, rescue and relief, with a specific list of standards, techniques, maintenance mechanisms, rotation, and quick mobilization.
At the same time, allow the province to be authorized to mobilize in extremely urgent situations and report back later," delegate Ha Sy Dong emphasized.

Delegate Pham Van Hoa (Dong Thap Delegation) proposed increasing socialization in the field of national reserves because many industries and fields have been successfully socialized such as healthcare, construction and transportation.
Many state warehouses are currently in disrepair, while the budget can hardly repair them in time. If the management and preservation are transferred to private enterprises, it will be better.

Explaining the issues of concern to delegates, Minister of Finance Nguyen Van Thang affirmed that, through the natural disasters and floods that occurred in many provinces, especially in the Central region, the work of stockpiling goods, the work of allocating reserve warehouses and the work of decentralization in distribution were implemented very well.
"Recently, we suffered from such widespread flooding, but the distribution work, especially essential equipment and food, was delivered very quickly when the locality needed it," the Minister of Finance emphasized.
According to the minister, all special vehicles and specialized vehicles are directly directed by the Director of the Reserve Department to be issued to warehouses as soon as the locality has a need.
Regarding the issue of socialization in national reserves, the minister said that this draft is a very important step forward in promoting the socialization of national reserve activities, contributing to diversifying resources and improving flexibility in national reserves and reducing the burden on the state budget.
The draft proposed that in addition to investment from the state budget, the purchase and import of strategic reserve goods should be carried out in two ways:
One is public-private partnership - using state budget and non-state budget sources to implement voluntary agreement mechanisms and contracts as prescribed by the Government.
And according to the provisions of other relevant laws, strategic reserves stored at business units from the legal sources of the unit and business are supported by the State with expenses for management, preservation, taxes, interest and other support as prescribed by law.
