The People's Committee of Phu Tho province has just submitted a document to the Ministry of Construction proposing to add the Viet Tri - Hoa Binh expressway to the Road Network Planning for the 2021-2030 period, with a vision to 2050.
This is the basis for the People's Committee of Phu Tho province to deploy investment preparation work for the Viet Tri - Hoa Binh Expressway Project according to the request of the Prime Minister (approving the Project in the second quarter of 2026).
According to the proposal of the People's Committee of Phu Tho province, the Viet Tri - Hoa Binh expressway has its starting point intersecting with the CT.02 expressway ( Ho Chi Minh road according to the planning); its ending point intersecting with the CT.03 expressway (Hoa Binh - Moc Chau expressway); total length of about 42 km.
The route will be built according to expressway standards, with a minimum scale of 4 lanes and a design speed of 100 km/h; investment period in the 2026-2030 period.
The leader of Phu Tho Provincial People's Committee affirmed that this proposal is consistent with the development goals of the National Master Plan for the 2021-2030 period, with a vision to 2050, and the orientation for developing transport infrastructure in the Northern Midlands and Mountainous Region Planning for the 2021-2030 period, with a vision to 2050.
According to the Road Network Planning, the connection between Viet Tri ward and Hoa Binh ward, Phu Tho province must go through one of two routes: Noi Bai - Lao Cai expressway (IC7), Ring Road 5 and Hoa Lac - Hoa Binh road with a total length of about 120 km; or Van Lang bridge - National Highway 32 and Provincial Road 317G - National Highway 70B with a total length of about 80 km.
These directions are all large distances; many sections of the road are small, passing through densely populated residential areas, with low traffic capacity, not creating a driving force to attract investment and develop the socio-economy. On the other hand, currently in Phu Tho province there is no road with a scale commensurate with the Noi Bai - Lao Cai expressway and the Hoa Binh - Son La expressway.
Currently, there is only Ho Chi Minh road connecting from IC9 intersection of Noi Bai - Lao Cai highway (in the old town of Phu Tho) through Ngoc Thap bridge to National Highway 32 in the area south of the Red River, Tam Nong commune, Phu Tho province, with a length of about 19 km, but this route has not been invested in according to the highway planning.
The People's Committee of Phu Tho province believes that the current routes have not met the travel and trade connection needs from Viet Tri ward to Hoa Binh ward and neighboring areas; especially after the arrangement of Phu Tho, Hoa Binh and Vinh Phuc provinces into the new Phu Tho province, the need for socio-economic development and ensuring security and national defense is increasing.
Therefore, it is very necessary to add the Viet Tri - Hoa Binh expressway to the Road Network Planning for the 2021-2030 period, with a vision to 2050, for investment research in the coming time.
The project will contribute to completing the connection between Noi Bai - Lao Cai Expressway and Hoa Binh - Son La Expressway; connecting with Hanoi City via Thach Dong Bridge (on Ho Chi Minh Road) according to the plan, creating a synchronous connection between areas of Phu Tho Province with Hanoi City and the Northern mountainous provinces.
The route also serves socio-economic development, tourism and services; meeting the need for high-speed, safe and continuous transportation.
The Viet Tri - Hoa Binh expressway also contributes to connecting urban areas and tourist centers of the Northwest sub-region with the Red River Delta and the North Central sub-region; promoting development in difficult and especially difficult areas of the Northwest sub-region, while increasing the efficiency of exploiting the CT.03, CT.02 and Noi Bai - Lao Cai expressways.
