
Deputy Prime Minister Ho Duc Phoc presented the Government's Report on the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.
This is an important document to promptly implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, improving the quality, efficiency, synchronization, comprehensiveness and breadth of international integration work.
Presenting the Government's Proposal, Deputy Prime Minister Ho Duc Phoc emphasized that the draft Resolution was developed with the goal of removing, researching, and handling difficulties, creating favorable conditions and breakthroughs to maximize the use of external resources and favorable conditions to build an independent, autonomous, self-reliant, self-reliant, fast-growing, and sustainable economy ; contributing directly and effectively to the implementation of the country's strategic development tasks until 2030 and 2045.
According to the Report, the draft Resolution focuses on three major policy groups. The first policy group includes mechanisms to deepen relations with partners, especially neighboring countries, major countries, traditional friends and international organizations.
Accordingly, the draft provides mechanisms to handle difficulties and obstacles in implementing key and strategic cooperation projects; and applies incentives on taxes, fees, and headquarters for international organizations, special delegations, or foreign non-governmental organizations operating in Vietnam.
A notable content is the proposal to allow provincial People's Committees to establish representative offices in some key locations around the world to serve the locality's international integration requirements. This is considered a step to expand the province's foreign affairs space, in line with the increasingly strong competition to attract investment and international links.
Promoting the role of enterprises, forming integration support funds
The second group of policies emphasizes the central role, subject, driving force and main force of enterprises in the integration process. The draft allows enterprises to establish an international enterprise development fund to support the improvement of competitiveness. Industry associations are allowed to establish an industry export promotion fund to serve market research, trade promotion, brand development and protection.
Notably, the draft also proposes a mechanism to support Vietnamese enterprises abroad in establishing representative organizations, protecting legitimate rights, enhancing connectivity and expanding markets.
The third group of policies focuses on improving the quality of human resources. The draft Resolution expands resources for foreign affairs by allowing the mobilization of retired civil servants, public employees, and armed forces officers for important foreign affairs and international integration tasks. Appoint special envoys of Party, State, and Government leaders and itinerant ambassadors extraordinary and plenipotentiary to ensure flexibility and timely implementation of foreign affairs activities to serve the country's needs.
Support 100% of salary according to current coefficient of those working in foreign affairs and regular integration in the entire political system. Allow experts, scientists, and people who are proficient in rare foreign languages to receive 300% of their salary according to the salary coefficient they are entitled to. Apply lump sum spending in implementing strategic research.
Presenting the review report, Mr. Le Tan Toi, Chairman of the National Defense, Security and Foreign Affairs Committee, said that the Committee agreed with the necessity of issuing the Resolution, because this is an important document to institutionalize the Party's viewpoints and policies on international integration; at the same time, it removes difficulties, creates breakthroughs, and meets requirements in the context of the country entering a new era.
However, the Committee noted that the draft has many specific policies that go beyond the framework and are related to many specialized laws, some of which are being amended at this session. Therefore, the drafting agency needs to continue reviewing to avoid conflicts and overlaps; and at the same time, clarify the impact of specific mechanisms.
Regarding the mechanism for handling difficulties in key cooperation projects, some opinions suggested that policies should focus on resolving problems at their root, especially legal conflicts; at the same time, it is necessary to clearly stipulate criteria for determining key and strategic projects, and supplement reporting and monitoring mechanisms from the National Assembly Standing Committee.
Regarding the proposal to establish local representative offices abroad, some opinions said that it is necessary to carefully consider to ensure compliance with the spirit of Resolution 18-NQ/TW on streamlining the apparatus; at the same time, it is recommended to study and apply the "virtual office" model, increase the application of technology to reduce costs and avoid overlapping functions.
Regarding the international integration of enterprises, the Committee also agrees with the policy of supporting enterprises to overcome difficulties and obstacles in business activities abroad, and recommends ensuring consistency and uniformity in the application of tax laws and policies, and in the establishment and use of funds.
