According to the dispatch of the Gia Lai Provincial People's Committee, from November 16 to now (November 19), the province has had very heavy and prolonged rain, especially in Van Canh with rainfall of 724 mm (rain in the past 12 hours 328 mm), in Quy Nhon with rainfall of 732 mm (rain in the past 12 hours 300 mm). Heavy rain caused deep and widespread flooding in the lower reaches of the Ha Thanh River, with some areas exceeding the historical flood peak of 2009 in Quy Nhon.
Due to the influence of the cold air strengthening combined with the strong disturbance of the East wind zone operating through the area, through satellite and radar cloud images, it shows that clouds causing widespread heavy rain will continue to occur in the province from now (November 19) until tomorrow morning with a particularly high possibility of causing widespread flooding, some places with deep flooding.
The risk of deep flooding, flash floods, landslides and prolonged isolation, especially in areas that have just been severely damaged by storm No. 13, could lead to double damage, seriously affecting people's lives and safety.

Faced with complicated developments, the Chairman of the Provincial People's Committee requested the Provincial Military Command and the Provincial Police to increase forces and mobile vehicles to flooded and isolated areas; support the evacuation of people, protect property, and ensure security and order. Proactively deploy forces, especially in vulnerable areas at risk of prolonged flooding and isolation, to promptly support people and provide relief with food, provisions, and necessities.
Heads of departments, branches, sectors and localities must immediately arrange temporary accommodation in the form of interspersing or concentrating at military bases and public facilities to ensure safety; absolutely do not let people lack safe accommodation.
The People's Committees of communes and wards organize the thorough evacuation of people according to the approved scenario. Based on the actual rain and flood developments, continue to review and evacuate people from high-risk areas, urgently completing before 10:00 a.m. on November 19. Be responsible to the Chairman of the Provincial People's Committee if human losses occur.
Mobilize shock forces to support people in evacuation; raise high places to protect property from flooding; and organize guidance and traffic regulation in areas at risk of landslides, slides, and deep flooding, ensuring absolute safety.
Organize and arrange security forces and provide guidance to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, and fast-flowing water. Proactively handle incidents and ensure smooth traffic on main traffic routes.
Closely monitor warning bulletins, forecasts and developments of heavy rain, reservoir regulation warning information, risks of floods, inundation, flash floods, landslides; provide timely and complete information to people for proactive prevention.
Departments, branches and sectors, according to their functions and tasks, shall manage and deploy emergency response work to floods. The Provincial People's Committee requires the organization of a serious 24/7 on-duty team.

This morning, Gia Lai Provincial Party Secretary Thai Dai Ngoc directly inspected and directed the response to the exceptionally heavy rain and floods in a number of localities.
Up to now, many roads and residential areas in Quy Nhon, Quy Nhon Bac wards and Tuy Phuoc commune have been isolated by floodwaters, some places are flooded over 1 meter deep.
At the scene, Provincial Party Secretary Thai Dai Ngoc requested local authorities and functional forces to resolutely evacuate people from low-lying areas, riverside areas and areas at high risk of landslides. Units must closely monitor the development of floods, promptly check and increase means to evacuate people from unsafe areas.
The Provincial Military Command and the Provincial Police mobilized maximum shock troops to support the evacuation of people, raise the height and protect property from flooding; organize guidance and traffic regulation at points at risk of landslides, slippery or deep flooding, ensuring absolute safety. Forces were deployed in vulnerable areas, which could be isolated for a long time to promptly support people, and at the same time provide relief with food, provisions and essential necessities.
The highest goal emphasized is to ensure people's safety and minimize damage caused by floods.

According to the Fire Prevention and Rescue Police Department of Gia Lai Province Police, in the past two days, prolonged heavy rains caused floodwaters from rivers and lakes to rise rapidly, isolating many households. Faced with the critical situation, the Fire Prevention and Rescue Police force immediately deployed forces to key points and deeply flooded areas to evacuate people to safety.
From 5:00 p.m. on November 18, the leaders of the Fire Prevention and Rescue Police Department activated 24/7 duty mode, assigned regular forces to key areas, ready to respond to any emergency situation. Rescue vehicles such as motorboats, life jackets, and lifelines were carefully inspected and arranged appropriately, ensuring the fastest support for stranded people. The spirit of "serving the people" was fully promoted; officers and soldiers did not mind the wind and rain, determined to protect the lives and property of people in flooded areas.
By 0:20 on November 19, the Fire Prevention and Rescue Police force, in coordination with local authorities and functional forces, had successfully rescued many isolated households in the Quy Nhon area and several other areas in Gia Lai province. Many elderly people, children and pregnant women were given priority to be brought to safety and receive timely medical assistance.

At the same time, the Brigade prepared adequate rescue equipment and supplies such as life jackets, rescue ropes, food, provisions, etc.; maintained the number of on-duty personnel and part-time forces, ready to respond to any emergency situation when required.
