Proposal to update the planning of Bai Goc - Dong Hoa port area

On the afternoon of July 28, at the headquarters of the Provincial People's Committee (facility 2), comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had an online meeting with Deputy Minister of Construction Nguyen Xuan Sang on updating the planning scale of Bai Goc - Dong Hoa wharf area, belonging to the seaport of Dak Lak province.

Attending the event were Mr. Huynh Lu Tan, Member of the Provincial Party Standing Committee, Head of Phu Yen Economic Zone Management Board; leaders of the Provincial People's Committee Office; a number of relevant departments; investors and consulting units.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ta Anh Tuan requested the Ministry of Construction to soon update the planning related to the Bai Goc - Dong Hoa port area.

Based on approved plans such as: General planning for construction of Nam Phu Yen Economic Zone to 2040; Detailed planning for development of land and seaport areas of Phu Yen in the period of 2021 - 2030, vision to 2050... together with investment proposals of investors, consultation of functional sectors, the Provincial People's Committee has agreed to propose Bai Goc - Dong Hoa wharf area with the function of a general wharf, a specialized wharf with the volume of goods passing through by 2030 reaching 27 million tons/year; after 2030, the volume of goods passing through will reach 60 million tons/year.

Mr. Ho Duc Tho, Director of Hoa Phat Phu Yen Steel Joint Stock Company spoke at the meeting.

At the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ta Anh Tuan emphasized the strategic importance of Bai Goc - Dong Hoa wharf area in the overall development of transport infrastructure, logistics and marine economy of the province.

Accordingly, the province proposed that the Ministry of Construction review and update some important contents in the current planning system, allowing the updating of Bai Goc - Dong Hoa wharf area into the Detailed Planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021 - 2030, with a vision to 2050.

The update is to ensure that it is consistent with the development needs, investment scale and inter-regional connectivity of the port area. At the same time, the province proposed to update and approve the planning scale of Bai Goc - Dong Hoa port area into the Detailed Planning for the Development of Land and Water Areas of Dak Lak Seaports for the period 2021 - 2030, with a vision to 2050, according to Decision No. 964/QD-BXD dated June 30, 2025 of the Ministry of Construction. This will create a complete legal basis for the implementation of the next steps, from attracting investment to site clearance and project implementation.

Deputy Minister of Construction Nguyen Xuan Sang acknowledged the province's proposals. These proposals are consistent with the national marine economic development strategy and he pledged to closely coordinate with relevant ministries and branches to review and advise competent authorities for comments.

The Deputy Minister of Construction requested the Provincial People's Committee to continue completing relevant documents and files to ensure that the planning integration is carried out synchronously and in accordance with legal regulations. It is expected that before August 19, the Ministry of Construction will update the specialized port for the Bai Goc - Dong Hoa port area. By the end of this year, the planning in this area will be updated and completed.
