Proposal to spend more than 10,300 billion VND to handle 8 'suspended' BOT projects

The Ministry of Transport reported to the Government and the National Assembly to propose allocating state capital to terminate contracts ahead of schedule for 5 BOT projects that are ineffective and are currently suspended and not allowed to collect tolls.

At the same time, it is proposed to amend and supplement the state capital participation (maximum 49%) to continue implementing the contract with 3 other projects. The total state capital is expected to be about 10,342 billion VND.

8 BOT projects that have been suspended for many years include the western bypass of Thanh Hoa City; the Binh Loi railway bridge construction project; the Thai Nguyen - Cho Moi road construction project and the upgrading of National Highway 3; the Ho Chi Minh road project through the Central Highlands; the project to upgrade National Highway 91 in Can Tho City and provincial road 922; BOT Ba Vi - Viet Tri bridge; BOT Thai Ha bridge (connecting Ha Nam - Thai Binh); BOT Deo Ca tunnel.

Commenting on this content, the National Assembly's Committee on National Defense and Security said that many projects have been completed and put into operation, but fees have not been collected or cannot be collected due to lack of security and order.

Many projects' financial plans have been broken or projects have collected fees, but actual revenue only reaches 30% of the contract. If fees continue to be collected and measures such as increasing fees, extending the collection period are applied...

The reason is that coordination between localities is still slow; projects implemented in the period of 2012 - 2015 in the context of the limited legal system on PPP investment. Negotiations with investors, project enterprises and credit institutions are prolonged, because the parties still have many different opinions.

To overcome this situation, the Government has actively directed the Ministry of Transport to continue to preside over and coordinate with relevant ministries, branches and localities to proactively review 8 BOT projects that still have shortcomings and need to be handled.

The National Defense and Security Committee recommends that the Government continue to coordinate with localities to summarize and evaluate the difficulties and shortcomings of BOT projects nationwide. At the same time, research and propose specific solutions to thoroughly resolve difficulties and shortcomings for each BOT project, ensuring the principle of "harmonizing interests and sharing risks" to create public trust and not affect the policy of attracting investment in the form of BOT.

Previously, the Ministry of Transport had proposed many times to use budget capital to buy back these BOT projects. However, after many years, up to now, there has been no official solution to deal with the above 8 problematic BOT projects.
