According to the proposal of the Ministry of Industry and Trade , vehicles in this category will have to meet the same conditions as commercial imported vehicles, including: being of the type, brand, and manufacturer licensed to import automobiles according to Decree 116/2017 and importation can only be carried out through licensed enterprises. Organizations and individuals in need will have to authorize these enterprises to carry out import procedures.
The new regulation will not apply to imported vehicles for scientific research, product development, internal use or as samples not used on the road.

The Ministry of Industry and Trade said that currently, most imported cars are not for commercial purposes and are made as gifts. Because Decree 116 does not apply to this category, many unqualified businesses can still bring cars into Vietnam for business, posing potential risks to quality, safety and the environment.
The management agency emphasized that whether imported for commercial purposes or not, cars must still meet warranty and maintenance requirements according to the manufacturer's standards, as well as comply with regulations on technical safety and environmental protection. At the same time, it is necessary to limit the import of used cars to ensure traffic safety.

Applying the licensing mechanism will help customs monitor and closely manage the import situation of each enterprise, while avoiding the situation of taking advantage of the policy of movable assets when repatriating for business purposes.
“Import management policies need to be consistent and consistent, regardless of commercial or non-commercial forms,” the Ministry of Industry and Trade stated. The agency also believes that importing through licensed enterprises will help the implementation process be faster and more transparent because these units are familiar with the procedures and processes.
