Proposal to establish a Hydrogen Energy Center

The Center for Environmental Technology and Hydrogen Energy aims to develop environmental technology and green energy in Vietnam to support the goal of zero emissions.

The initiative was shared at the High-level Forum "Energy Transition and Development of Green Hydrogen Energy in Vietnam" on the afternoon of October 28. Mr. Do Tien Thinh, Deputy Director of the National Innovation Center (NIC), said that the Green Hydrogen Energy and Environmental Technology Center has its first facility in Hanoi , aiming to create an innovative space for businesses to research, cooperate and develop.

To do so, the center promotes research and development (R&D) of environmental and hydrogen technologies; develops an ecosystem focused on achieving the Netzero goal by 2050. The center also fosters high-quality human resources for innovation, enhancing Vietnam's sustainable energy development.

Emphasizing the role of green hydrogen in energy policy, Minister of Planning and Investment Nguyen Chi Dung cited the national strategy on Green Growth for the 2021-2030 period. He said that green growth needs to be concretized by solutions based on science, technology and innovation. Vietnam needs to take more drastic and breakthrough steps to bring the green economy from the scale of 6.7 billion USD contributing to the total national GDP in 2020 to 300 billion USD by 2050. Of which, the clean hydrogen ecosystem based on renewable energy has the potential to contribute 40-45 billion USD to the annual GDP, creating about 40-50 thousand jobs for the domestic market.

According to the eighth power plan, the development of hydrogen production and application in the fields of industry, transportation, electricity production and green energy sources is strongly promoted in Vietnam. "Green hydrogen also has great potential for export to developed countries, which is urgent in the energy transition process in Vietnam," he said.

He believes that to effectively "hydrogenate", businesses need to prepare and equip themselves with capital, technology, highly skilled human resources, and learn and update experiences from countries, organizations, and businesses that have gone before to optimize research and testing.

Mr. Dang Hai Anh, Head of Petroleum Department, Department of Petroleum and Coal, Ministry of Industry and Trade , shared plans for developing new energy and renewable energy, including the use of hydrogen energy. By 2050, the application of hydrogen energy and hydrogen-derived fuels in the energy sector will be promoted. In addition, a market for hydrogen-derived energy consumption will be established and developed according to market mechanisms, bringing the proportion of hydrogen energy to about 10% of final energy demand.

He proposed to build pilot centers, small and medium-sized green hydrogen energy production and distribution facilities that are suitable for safety assurance. At the same time, it is necessary to deploy new technologies, apply hydrogen energy production technology and gradually master carbon capture and utilization technology associated with the hydrogen production process from other energies.

At the forum, experts suggested that Vietnam should soon adopt appropriate policies and mechanisms to build infrastructure and value chains related to hydrogen. Specifically, create favorable conditions to attract investment in clean hydrogen production projects. In addition, it is necessary to focus on research and development activities in this field and establish technical regulations and standards related to hydrogen.

The forum is part of the Vietnam International Innovation Exhibition 2023 (VIIE 2023) at Hoa Lac Hi-Tech Park. The event is chaired by the Ministry of Planning and Investment, co-organized by NIC, taking place over 5 days, from October 28 to November 1.
