Proposal to build temporary connecting branch road and residential road

Accordingly, based on the consensus of relevant units, the Department of Construction proposed that the Provincial People's Committee consider and approve the policy of building a temporary connecting road from Ho Chi Minh Road (Provincial Road 847) to connect to the main route of the Cao Lanh - An Huu Expressway Construction Project, Phase 1 to exploit the project after completion, ensuring investment efficiency.

Regarding scale, build a branch road on the left side of the main route about 325 m long (paired with the project's service road); organize traffic flow for two directions up and down the highway when operating; organize to ensure traffic safety according to the provisions of law. After the My An - Cao Lanh Expressway Project is completed, the temporary connecting branch road will be closed and traffic will be reorganized as a service road.

The implementation budget is about 9.32 billion VND from the contingency budget of Component Project 1. At the same time, consider and approve the assignment of the Dong Thap Provincial Project Management Board to organize the preparation of additional documents for the temporary connecting road project, complete related legal procedures and organize implementation in accordance with regulations.

Also at the meeting, the units reported to the Provincial People's Committee to consider adding a residential access road along Component Project 1. Accordingly, the length of the access road is 4.711 km. The total additional cost is about 80.5 billion VND; it is recommended to use the reserve capital of Component Project 1 for the additional access road.

After listening to the reports from relevant units, regarding the temporary connection plan for Component Project 1, comrade Nguyen Thanh Dieu said that in terms of policy, the Provincial People's Committee agreed to invest in building a temporary connection road.

The Department of Construction shall coordinate with relevant departments and branches to report in writing to the Provincial People's Committee on the contents to be invested in, such as: Assigning the implementing unit, scale, capital source and implementation time... The completion time of the temporary connection item must be synchronized with the time when Component Project 1 is put into operation. At the same time, a document shall be sent to the Ministry of Construction to report on the investment in the temporary connection branch road...

Regarding the residential road, comrade Nguyen Thanh Dieu assigned the Department of Construction to coordinate with the Project Management Boards and localities to review the residential road to ensure basic traffic for the people. At the same time, review the capital sources in the spirit of using the reserve capital as the main source to invest in the residential road; review the procedures to request additional capital from the Central Government or use capital sources according to regulations; grasp the consensus of the people in implementing the residential road. The spirit of the province is to unify the policy, so that people can travel conveniently and stably...
