On May 10, the Central Propaganda Department coordinated with the Central Economic Committee, the Party Delegation of the Vietnam Federation of Commerce and Industry to organize a conference to disseminate and implement Resolution No. 41-NQ-TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era. At the conference, Mr. Tran Duy Dong, Deputy Minister of Planning and Investment, reported on the Government's action program to implement Resolution No. 41-NQ-TW.
According to Mr. Dong, the Government has just issued Resolution No. 66/NQ-CP dated May 9, 2024 promulgating the Government's Action Program to implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.
The purpose of the Program is to thoroughly grasp and seriously, fully and effectively implement the viewpoints, goals, guidelines and policies set out in Resolution No. 41-NQ/TW; to unify direction for all levels and sectors to focus on organizing the dissemination and implementation of Resolution No. 41-NQ/TW; to create a clear change in the awareness and actions of all levels, sectors and the whole society regarding the role of entrepreneurs and enterprises.
Mr. Dong informed that the goal of the action program is to have at least 2 million enterprises by 2030, of which many entrepreneurs will be formed and developed to lead strong economic groups with potential and competitiveness in the domestic and international markets, promoting the role of leading important sectors and fields of the economy.
The business sector contributes about 65-70% of the country's GDP, about 32-38% of total employment in the economy, 98-99% of total import-export turnover; about 20-25% of enterprises are owned by women, 30-35% of enterprises have female directors or business leaders. The number of enterprises ranked in the list of enterprises with the highest brand value by prestigious rating organizations in the world increases by 10% each year.
In particular, from now until 2030, at least 10 Vietnamese businessmen will be on the list of US dollar billionaires in the world, and 5 most powerful businessmen in Asia as voted by prestigious international organizations. By 2045, strive for a number of businessmen to own corporations capable of leading industrial and agricultural value chains, moving towards forming a number of Vietnamese value chains in priority industries with the country's strengths.
Along with that, forming and developing a team of Vietnamese entrepreneurs with scale, capacity and qualifications to meet the national development goals, high income, position and prestige in the region and internationally.
Regarding the tasks and solutions, Mr. Dong said that in order to achieve the above specific targets, the Government requires that in the coming time, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, the Vietnam Federation of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises and business associations raise awareness of the position and role of entrepreneurs in realizing the country's development goals. Perfect policies and laws, create a favorable and equal investment and business environment for entrepreneurs and businesses to develop and contribute.
In addition, develop a strong team of entrepreneurs that is equal to the goals and tasks of national development in the new era. Build business ethics and culture, promote national spirit, and arouse the aspiration to develop a prosperous and happy country.
Mr. Dong also mentioned solutions to strengthen solidarity, cooperation and connection between entrepreneurs and workers, farmers and intellectuals. Promote the role of the Vietnam Federation of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises, and organizations representing entrepreneurs and enterprises. Strengthen the leadership of the Party and the management of the State in building and promoting the role of entrepreneurs.
