According to the Directive of the Ministry of Construction , the State Appraisal Department of Construction Quality needs to: coordinate with specialized agencies of Hanoi City to organize inspection and assessment of the impact of the Vinh Tuy Bridge fire on the quality and operation of the bridge; propose solutions (if necessary), report to the Ministry of Construction as a basis for coordination with the Hanoi People's Committee to report the results to the Prime Minister before September 15.
The Ministry of Construction requires the Chairmen of the People's Committees of provinces and centrally-run cities to promptly handle cases of encroachment, occupation, and illegal use of road safety corridors in violation of regulations; and take full responsibility if they exist in the management and use of road safety corridors, threatening the safety of road works in the area.
Chairmen of People's Committees of provinces and cities are also required to check fire prevention and fighting safety conditions related to the use of traffic infrastructure; not to let fires related to road infrastructure occur as happened under Vinh Tuy bridge; report to the Ministry of Construction the results of the review before September 25 for synthesis and reporting to the Prime Minister .

The Ministry of Construction requires heads of provinces and cities to direct traffic infrastructure management units to coordinate with the Traffic Police, the Social Order Administrative Police and the Fire Police to increase patrols, control, detect and strictly handle cases of using traffic infrastructure in violation of fire prevention regulations (including the use of underpasses as illegal parking lots).
"Plan to immediately relocate parking facilities out of the protected area of road infrastructure (if any) before October 30, prioritize investment in building parking facilities that meet standards according to approved planning, meeting the needs of static traffic in urban areas," the Ministry of Construction's Directive clearly states.
According to the Directive of the Ministry of Construction, the Department of Construction Infrastructure needs to preside over and coordinate with the Department of Science, Technology, Environment and Construction Materials, and the Vietnam Road Administration to urgently organize, guide, and coordinate with relevant local agencies to review all management and use of road safety corridors and measures to ensure fire prevention and fighting for road infrastructure according to regulations.

As Tien Phong reported, on August 30, under Vinh Tuy bridge (inner city, from Vinh Tuy to Nguyen Khoi embankment), a large number of motorbikes caught fire. By 1:45 p.m. the same day, the fire was extinguished, with initial estimates of about 500 motorbikes burned. These were vehicles of traffic violators (who had drained all the gas before being kept) confiscated by Hanoi City Police.
On September 1, the Hanoi Department of Construction proposed a temporary ban on vehicles over 18 tons from crossing Vinh Tuy Bridge.
