Initial concerns

The merger and establishment of the new Tuyen Quang province on the basis of merging the two provinces of Ha Giang and Tuyen Quang is a major, comprehensive policy. Mr. Hang Mi De, former Chairman of the Vietnam Fatherland Front Committee of Ha Giang province, assessed this as "an unprecedented organizational revolution in the history of the Vietnamese revolution". According to Mr. De, the current apparatus is still cumbersome and ineffective, accounting for about 60 - 70% of the operating budget. Therefore, streamlining the apparatus from the central to local levels is a correct, necessary policy that cannot be delayed. Although many cadres, civil servants, and people were initially worried, the people agreed with the strategic vision of the Party and State. This is something that has been talked about for a long time, but it has only now been actually implemented, the Party has chosen the time to take drastic action.

As soon as the policy of abolishing the district level and merging into the province was announced, local people expressed many concerns about traffic, travel distance and work efficiency of officials. Daily life and service activities in districts and communes may be disrupted, affecting people's jobs and income. The management of facilities after the merger needs to be clear to avoid waste. At the same time, expanding the commune area will force people to travel further to do administrative procedures, which may reduce the attention of officials to people in remote areas. In particular, in some places in the province, there are still groups of households that do not have access to electricity, do not have televisions and live in temporary houses.

According to Mr. Ly Ta Den, a Dao ethnic in Quan Ba ​​district, the government needs to continue to invest heavily in transport infrastructure, especially roads from the province to the commune and rural roads. “The roads have been repaired but they are still deteriorating quickly, making travel very difficult. If we want to build a new countryside and ensure social security, we must have good, passable roads. I hope that after the merger, the roads to each village and hamlet will be upgraded to create favorable conditions for economic development.”

From the perspective of the people, Ms. Sung Thi Say, a Mong ethnic in Dong Van district, expressed her concerns about the mountainous terrain and the remoteness of the administrative center. “When there are issues related to security, national defense, forest fires, border issues, etc., how will they be handled? Will the commune police be able to handle them? What about the reallocation of agencies, departments, and branches or the reorganization of schools in remote areas? I hope that all levels and branches will make adjustments to make things more convenient for the people.”

Need someone who is truly dedicated

Thirty years ago, the separation of Ha Giang and Tuyen Quang provinces took place with the goal of developing each locality separately. At that time, construction sites were everywhere, from medical stations, schools to roads connecting villages and hamlets. Looking back, Mr. Trieu Duc Thanh, former Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Giang province, said: "Full meals, warm clothes" is no longer a dream. Up to now, both provinces have clearly advanced in both economy and social life. However, times have changed, entering the 4.0 era, when every corner can be connected remotely, maintaining two separate provinces with narrow boundaries has revealed many shortcomings. Separating for development has completed its mission. Now it is time to merge to go further. According to Mr. Thanh, the merger opens up a new, larger and more extensive development space. Industrial zones, key transport, cultural and social projects will have the opportunity to form, creating leverage to bring the region to new heights. The Party and State's policy is completely correct, as the General Secretary once said: "Bringing the country forward into a new era".

A key change in the project is the removal of the district level, leaving only two levels of government: the province and the commune. Mr. Thanh believes that this helps streamline the apparatus, making leadership and direction more responsive thanks to the removal of an intermediate level. This is also a step to strengthen the commune level, making the leadership and direction of the commune level stronger, more focused, and with a larger area. Because 2/3 of the tasks of the district level now belong to the commune, and 1/3 belong to the province. We can imagine the commune level now is almost like the district level in the past, with an upgraded leadership team. For example: The Commune Police Chief is the Deputy Chief of the District Police (in the past), at the rank of Lieutenant Colonel; the Secretary and Chairman of the district are now in the commune... The knowledge of the district leaders about the commune will make the commune stronger. When there is a large area, the commune leaders will have a different way of thinking. For example: Ha Giang Ward 1 is a combination of many wards and communes, so it will have a higher level of planning, no longer fragmented as before. After the merger, the main concern is the reduction of the cadre apparatus, not the merging of the two provinces but the selection of qualified, capable, dedicated people who wholeheartedly serve the people; have a development vision to lead the regions in a manner appropriate to their geographical characteristics.

Mr. Hang Mi De still believes that this is an important turning point, requiring great consensus and determination. “Cadres, civil servants, and public employees must understand that this is a revolution. Of course, some will retire, some will have to change, but the policy must be appropriate. Those with heart and vision need to be retained and encouraged to contribute.” In particular, today’s cadres must keep the word “heart,” as Uncle Ho taught, “revolutionary morality is the root.” We need good executives who know how to sacrifice, contribute, and lead the people forward. The purpose of the merger is very good, for the benefit of the people, the policy is to “be closer to the people, closer to the people.” But to achieve that requires the responsibility of each leader and cadre from the province to the commune. Therefore, people expect the commune leaders to regularly visit the people, learn about their real lives, especially in remote areas, to care for and look after the people in those remote places.

This is also the time for every mountain resident to proactively change their development mindset, determined to get rich right on their homeland. In the past, people asked "when will the mountainous region catch up with the lowlands?", now is the time to answer with action. Therefore, the idea of ​​getting rich must be in every citizen, every citizen must calculate what to do on their homeland to become better, richer, cleaner and more beautiful. Merger is not the end, but the beginning of a new way of operating: leaner, deeper and closer to the people. Success or failure depends not only on policy, but also on people, the cadres who keep the word "heart", the people who have the desire to rise up. Ha Giang is turning a new page and each person will be the one to create the future, to join the country in entering a new era, the era of national growth.
