Voter Vo Huu Hanh (Cu Chi commune) indignantly said that in the area there are currently many planning areas that have been suspended for decades, people living in these areas cannot convert their land use rights for a long time, causing frustration. Now the planning has not been removed and the conversion tax has increased, which has really made people worried and confused.
There are rural areas where the land conversion rate is up to 10-20 million VND/m2, which is too high compared to people's income. Therefore, according to Mr. Hanh, it is necessary to keep the old conversion tax rate for those who register for the first conversion, and the new tax rate applies from the second plot of land onwards.

Voter Phan Minh Tung (Ba Diem commune) requested the People's Committee of Ho Chi Minh City to grant people official or temporary construction permits for residential land projects in new residential areas. Because currently, the suspension of granting permits causes difficulties for people who cannot settle down, although the population density in these areas has covered 80-90%, buying, selling, and transferring are still allowed but new construction permits are not granted for the remaining plots of land.
Also in Ba Diem commune, voter Nguyen Van Duc said that currently, Phan Van Hon street has an overloaded traffic volume, often causing congestion and accidents for road users. In addition, the problem of trading and encroachment on the road and sidewalks has not been completely resolved. The private garbage collection management board is not synchronous, only collecting once every 5 to 7 days, causing stench and environmental pollution...
Regarding portal 1022, in the first 9 months of 2025, more than 32,000 complaints and petitions (PAKN) were received and resolved on time, reaching more than 97%. In September 2025 alone, there were 13,409 KNPA, of which 6,460 PAKN were on public administrative procedures, accounting for the largest proportion in the whole system.
Most of the complaints are not due to delays by officials but stem from technical errors in data synchronization between units (Police, Department of Home Affairs, Social Insurance, etc.) and lack of information on the status of documents, forcing people to send them repeatedly. Hot spots are concentrated in Linh Xuan and Binh Hung Hoa wards, places with a large number of students and workers, high demand for temporary residence and immigration procedures.
Regarding urban infrastructure, there were 2,402 PAKN, most of the comments focused on the state of damaged roads, potholes, subsidence (45%) and problems with sewers, manhole covers, and drainage (30%). This reflects the state of degradation of infrastructure and shows that maintenance work is still passive, not meeting people's expectations. Hot spots mainly appeared in Linh Xuan, Binh Hung Hoa, Long Truong and An Lac wards, where the density of heavy vehicles and economic and construction activities is high, leading to road degradation and frequent flooding.
In the field of urban order, there were 1,320 PAKN, focusing on the encroachment of roads and sidewalks in market areas and commercial centers, causing traffic obstruction and danger to pedestrians. In addition, there were 1,331 PAKN reflecting on noise. Most of the reflections focused on noise-making activities outside of working hours, especially at night after 10 p.m., typically construction drilling, beer business, spontaneous karaoke or advertising by loudspeaker.
Among the noise sources, construction and production activities account for the highest proportion, about 40-45%, with a long-term nature, often violating the prohibited time frame, directly affecting people's health and sleep. Next are business and service activities, accounting for about 35-40%, often causing local noise but strongly affecting public order and neighborhood security at night...
In Hiep Binh Phuoc ward and Binh Hung Hoa ward, noise pressure comes from production activities, loading and unloading of goods and means of transport; while in Long Truong ward, feedback focuses on noise from housing construction and site clearance works.
Regarding bus operations, there were 1,722 complaints related to the service attitude of drivers and attendants, showing limitations in training and supervision of this team. In addition, the situation of skipping stations and running on the wrong time reduces the reliability of public transport, especially in areas with a large number of students such as Linh Xuan ward and major transit points such as Ben Thanh. In addition, many complaints about old, dirty vehicles, broken air conditioners... show a lack of investment and maintenance of vehicles, directly affecting the service quality of public transport.
“The figure of 1,331 PAKN related to noise clearly reflects the decline in the quality of life of people, especially in urban areas with high population density and economic activities. The core nature of the problem comes from the conflict of space and time between production, business and construction activities and the right to rest and relax of the community.
Issues that cause public concern include: noise from construction, karaoke, and business that often lasts beyond business hours; traffic infrastructure problems such as potholes, subsidence, and sewers, drainage, and damaged manhole covers that cause danger and flooding. In addition, complaints about waste and environmental sanitation, construction violations, dog littering, and defecation, although accounting for a smaller proportion, are still issues that directly affect urban life. Therefore, it is recommended that agencies and units focus on directing and handling them quickly to meet people's expectations!" - Mr. Pham Huynh Quang Hieu, Deputy Director of the Department of Science and Technology of Ho Chi Minh City said.
Also according to the Department of Science and Technology, in terms of ranking by the rate of timely settlement of PAKN and the quality of PAKN processing, the top 5 units in the ranking include: Ho Chi Minh City Technical Infrastructure Management Center, Thu Duc Regional Infrastructure Development Center, Chanh Hung Ward, Hanh Thong Ward, Gia Dinh Ward. The group of 5 units at the bottom of the ranking include: Binh Tan Regional Investment and Construction Project Management Board, Ho Chi Minh City Telecommunications, Binh Loi Ward, An Lac Ward and Cat Lai Ward.
