In order to encourage and motivate the spirit of overcoming difficulties and excelling in studying of local children, the mountainous border district of Quan Son (Thanh Hoa) has established the Hoa Ban Scholarship and Talent Promotion Fund.

Poor district determined to promote education

Quan Son is one of the poorest localities in Thanh Hoa. After nearly 30 years of establishment, this is the first time Quan Son has built a fund to encourage learning and talent with the support and contributions of the Thanh Hoa Provincial Association for the Promotion of Learning, organizations, individuals, civil servants, public employees..., with the total amount currently in the fund being more than 1.7 billion VND. The Hoa Ban Fund for the Promotion of Learning and Talent was recognized by the Chairman of the Thanh Hoa Provincial People's Committee on August 3, 2024. Mr. Vi Xuan Hiep - Chairman of the Quan Son District Association for the Promotion of Learning and Talent, concurrently Chairman of the Hoa Ban Fund for the Promotion of Learning and Talent said that despite the difficulties, the establishment of the Fund for the Promotion of Learning was an effort of the entire political system, marking the interest of all classes of people in education. “The fund allocates funds to support students in difficult circumstances in the locality, so that no one has to drop out of school; awards students and teachers whose students win prizes in national, provincial and district competitions. We also hope that the fund will continue to grow, to fulfill its mission well,” said Mr. Hiep. Mr. Le Hong Quang - Chairman of the People's Committee of Quan Son district said that in recent years, the district's education sector has always received attention and close direction from the Department of Education and Training and the locality. Many resolutions and conclusions have been issued, creating a change in education work. School facilities and equipment have been invested in; the network of schools, classrooms, and educational scale are reasonable... Thanks to that, the quality of education has had many positive changes in both key and general aspects... According to Mr. Quang, besides the achievements, education in this border district still faces many difficulties. Although facilities and equipment have been invested in, they have not yet met the requirements; There is still a shortage of teachers, especially in specialized subjects. The quality of teaching and learning has not been as expected, and the situation of students dropping out of school due to difficult circumstances is happening... To encourage and motivate students, in recent years, communes, many local clans and the District Association for the Promotion of Education have made constant efforts in the work of promoting education and talents. In particular, the district has established the Hoa Ban Fund for the Promotion of Education and Talents. "This is a social fund, operating not for profit, with a spirit of volunteerism, supporting and encouraging the development of education and training, helping poor students in a timely manner to have more conditions and opportunities to continue going to school, realizing their ambitions... The fund also aims to nurture and create a platform for talented people in various fields to have more conditions and motivation to develop their talents, and encourage talented people to contribute their efforts and intelligence to the construction and development of their homeland", said Mr. Quang. According to Mr. Quang, the establishment of the Hoa Ban Fund for the Promotion of Education and Talents demonstrates the concern and dedication of the district leaders; the sharing and cooperation of the entire community in improving the quality of education to support students and teachers in difficult circumstances in the locality. “Since its establishment, the Hoa Ban Scholarship Fund only had 130 million VND. By the time the Fund was announced, it had raised more than 1.7 billion VND,” Mr. Quang added.

Build the highest reward project in the region

Before establishing the Hoa Ban Scholarship Fund, the People's Council of Quan Son district also issued a project "Encouraging students and teachers to achieve high results in district-level, provincial-level and national-level excellent student competitions for the period 2023 - 2026". The project was built with a total estimated budget of more than 800 million VND/year. Of which, supporting the district-level team to participate in the review of the provincial-level excellent student competition in cultural subjects for grade 9, with a total budget of 540 million VND/year. Compared to the mountainous and border districts of Thanh Hoa, the project to encourage students and teachers to achieve high results in excellent student competitions in Quan Son district is the highest ever up to the present time. According to the above project, students selected in the district-level team to participate in the provincial-level excellent student competition in cultural subjects for grade 9 will be supported with 70,000 VND/day/student (no more than 90 days). Support for teachers directly training the provincial excellent student team is 170 thousand VND/session/subject/90 sessions (including 10 subjects). Support for students when taking the provincial exam is 1 million VND/student. In addition, the project also allocates funds for organizing the exam times for the team (creating exam questions or hiring exam questions, grading, exam papers, scrap paper, stationery), with an amount of 45 million VND. Funds for training and learning from experiences in localities with high achievements in the provincial excellent student exam in cultural subjects, the amount is 70 million VND. Also according to the project, the reward level for students and teachers with students winning prizes in district, provincial and national exams is the highest ever and the highest compared to mountainous districts of Thanh Hoa province, with a total estimated budget of more than 260 million VND/year. Accordingly, students and teachers with students winning first prize at the national level will be awarded 30 million VND; Second, Third, and Encouragement prizes are awarded at levels of 25; 20 and 16 million VND/prize. Students and teachers whose students win the First Prize at the provincial level will be awarded 15 million VND; Second, Third, and Encouragement prizes will be awarded 10; 7 and 5 million VND/prize respectively. In addition, the project also establishes reward levels for students and teachers whose students win district-level prizes. Teachers whose students win many prizes will receive a reward equal to the total number of prizes their students have won. The project also supports teachers who directly tutor 8th grade students in the previous school year, and in the following school year, those students participate in the provincial-level excellent student competition for 9th graders and win prizes...

Motivation for teachers and students to strive

According to Mr. Le Huy Ha - Head of the Department of Education and Training of Quan Son district, from 2018 to 2022, this locality has had a policy of rewarding students and teachers whose students won prizes in provincial-level competitions. However, the bonus level is still low, not commensurate with the achievements of teachers and students who won prizes when participating in review and study. In recent years, the district has not had any students winning national prizes, and there are very few provincial prizes. In addition, the district also does not have a mechanism to support teachers and students who won prizes in district-level competitions, especially in cultural subjects. “With the efforts of teachers and students in the 2022-2023 school year, the district won 1 second prize, 4 third prizes, and 5 consolation prizes in the provincial excellent student competition for grade 9. In addition to the prizes in cultural subjects, Quan Son also participated in many competitions, such as: Science and Technology; Teachers in my eyes; Sports for primary and secondary school students... all won prizes", Mr. Ha informed. According to Mr. Ha, by the 2023-2024 school year, Quan Son had 25 secondary school students participating in the provincial excellent student competition, including the subjects: Math, Literature, English; Geography, Civic Education and History. The results achieved 8 prizes, including: 1 second prize, 3 third prizes, 2 consolation prizes in Literature; 1 consolation prize in History and 1 consolation prize in Civic Education. The dedicated teachers with experience in nurturing excellent students in the district include: Nguyen Thi Thuong (Literature), Son Lu Primary and Secondary School; Tong Thi Phuong (History), Tam Thanh Secondary Boarding School for Ethnic Minorities. In particular, teacher Hac Thi Hoa (Literature), Quan Son Secondary Boarding School for Ethnic Minorities, is the one who guided 6 students to win provincial prizes. With the achievements of Ms. Hac Thi Hoa, the District Reward Council organized a total award of more than 50 million VND. Ms. Hoa said that when the District People's Council issued a Resolution to develop the project, teachers and students were all excited. Because, up to now, the locality has never had such a large policy of encouraging learning and talent. The rewards for teachers and students in the project have become a driving force to promote the spirit of striving to teach well and study well in schools. “The team of teachers, students, and local people were even more excited when the district established the Hoa Ban Scholarship Fund. This is a fund to reward poor students and teachers who have overcome difficulties to achieve high achievements in education. We are determined to teach well and study better together, so that we have the opportunity to receive worthy rewards,” Ms. Hoa shared. The female student who won the second prize in Literature at the provincial level (school year 2023 - 2024) is Trinh Mai Linh, Son Lu Town Primary and Secondary School. During Linh's time at school, teachers discovered that she had a very good talent for Literature. Therefore, the school proposed to the Department of Education and Training to include Mai Linh in the team, with Ms. Hoa tutoring her. After winning the second prize in Literature at the provincial level, Trinh Mai Linh was awarded 10 million VND by the district according to the regulations in the project. “I have never received such a large amount of money before. This award has motivated us to strive to study better, to be worthy of the trust and hope of our teachers, families and especially the district leaders,” Mai Linh confided.

With the efforts of teachers and students, in the provincial-level cultural subject excellent student competition for grade 9 students (school year 2023 - 2024), Quan Son won 8 prizes, including: 1 Second Prize, 3 Third Prizes, 2 Encouragement Prizes in Literature; 1 Encouragement Prize in History; 1 Encouragement Prize in Civic Education.
