Fundamental positive changes in the development of the teaching staff
On the afternoon of November 15, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers on the occasion of Vietnamese Teachers' Day, November 20.
Speaking at the meeting, Minister Nguyen Kim Son said: The Prime Minister's meeting with outstanding teachers and educational administrators has become an annual event, with profound political and humanistic significance. This is a priceless source of encouragement and motivation, demonstrating the Government's close attention and trust in the team of teachers and educational administrators - the core pioneering force, deciding the success of the country's education.
On behalf of the education sector and more than 1.6 million teachers, the Minister expressed gratitude and appreciation for the Prime Minister's affection and concern.
According to the Minister, the presence of 60 teachers at today's event is not only a personal honor, but also a shared pride of more than 1.6 million teachers nationwide.
The teachers representing 173 outstanding individuals honored in 2025 come from all levels of education, all regions, from modern urban areas to remote, isolated islands.
Each teacher is a beautiful story of love for the profession, perseverance to overcome difficulties, and endless creativity. Whether they are people who dedicate their lives to the podium, pioneers in digital transformation, or silently guide disadvantaged students. Teachers themselves are shining examples of ethics and personality, and are the core factors in the "Innovation and Creativity" emulation movements, contributing to building trust and arousing pride in the noble and humane image of teachers.
The Minister emphasized: The Party, State and Government always pay special attention to the teaching staff - the force that determines the success of education.
This consistent viewpoint is demonstrated throughout major decisions, from Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education, Conclusion No. 91-KL/TW on continuing to implement Resolution 29; especially, most recently, Resolution 71-NQ/TW on breakthroughs in education and training development.
These orientations not only affirm the central role of teachers but also create strategic solutions and mechanisms to meet the urgent requirements of developing the teaching staff; ensuring the quality of education commensurate with the rapid and strong development of the country in the new period. The policy of focusing on teacher development is the central solution, the key to realizing all expectations of developing education and developing the country.
The Minister said that under the close attention and direction of the Government and the Prime Minister, the work of building and developing the teaching staff has recorded fundamental positive changes.
The attractiveness of the teaching profession is demonstrated by the number and quality of candidates applying to teacher training colleges increasing sharply in recent years. The teaching staff is constantly improving their professional capacity, strongly adapting to the requirements of innovation in general education programs, digital transformation trends, and international integration.
The synchronous issuance of better policies on training, fostering, recruiting, using and rewarding teachers is a real lever, creating a strong driving force to build a high-quality teaching force, meeting the educational mission in the new period.
In particular, the birth of the Law on Teachers - the first specialized law specifically for teachers, passed by the 15th National Assembly - is an important milestone affirming the great policy of the Party, State and Government in honoring, caring for, protecting and developing teachers.
The Law stipulates the legal status, rights and obligations of teachers, and improves remuneration policies, with the highlight being the regulation that teachers' salaries are ranked highest in the administrative career salary scale system.
This shows the attention of the Party, State, National Assembly, Government and the Prime Minister personally always pay special attention to the teaching staff.
Despite many positive changes, the Minister also said that the work of developing the teaching staff still faces many difficulties and challenges.
In addition to long-term problems of ensuring living standards, working conditions and the imbalance in teacher structure between regions, the shortage of teachers, especially teachers teaching new subjects of the general education program and preschool teachers, remains a prominent problem.
The fundamental reason lies in the continuous increase in the number of students, requiring the number of teachers to increase accordingly. At the same time, some localities have not yet organized the recruitment of all the teachers on the payroll.
The lack of synchronization in recruitment mechanisms and activities with practical needs is making the problem of teacher shortage increasingly urgent and needs to be resolved to ensure the quality and stability of the education system.

Continue to strongly innovate the work of developing and fostering the teaching staff.
The Minister informed: In the coming time, along with focusing on implementing the task of developing the teaching force according to Resolution No. 71-NQ/TW, one of the tasks that the Ministry of Education and Training is urgently implementing is drafting documents guiding the implementation of the Law on Teachers.
Currently, 3 Government decrees and 14 circulars are being developed to ensure timely promulgation and take effect at the same time as the Law on Teachers on January 1, 2026.
When the Law on Teachers comes into effect, the position and role of teachers are affirmed; policies for teachers are better; some rights of teachers are adjusted in the direction of creating a more open legal corridor for teachers to practice their profession.
The Education sector will continue to strongly innovate the work of developing the teaching staff, building long-term strategies associated with the requirements of each level, grade and region. Focus on training and improving the professional capacity, political qualities and pedagogical skills of the teaching staff, so that each teacher is truly a shining example, a central factor in educational innovation.
The industry will also advise on perfecting remuneration policies, incentive mechanisms and working environments so that teachers can truly feel secure in their dedication, creativity and career development.
At the same time, promote digital transformation, apply science and technology in training and fostering, creating conditions for all teachers to develop their expertise and learn throughout their lives.
On this occasion, the Minister expressed his deep gratitude to the leaders of the Party, State, National Assembly, Government, Prime Minister, leaders of departments, ministries, branches, socio-political organizations for their close attention and active support for the education sector and teachers in recent years; and thanked the local Party committees and authorities for their care and cooperation in the cause of education and training of the country.
On the occasion of November 20, the Minister sent to teachers across the country wishes for health, enthusiasm and happiness in their noble work.
