
Contribute to building warm homes
In the peak month of "For the poor" in 2025, the Vietnam Fatherland Front Committee of Hai Phong city implemented a plan to support the construction of 190 Great Solidarity houses for poor and near-poor households in Hai Phong from the city's "For the poor" Fund.
Each household receives 100 million VND in support to build a new solid house, with a minimum area of 30 square meters, ensuring the "3 hard" criteria: hard foundation, hard wall frame, hard roof.
As one of the 190 households receiving support to build houses this time, Ms. Nguyen Thi Lap, born in 1961, a near-poor household in Que Lam village, Kien Thuy commune, confided: Living alone in a dilapidated house with peeling walls, she is always afraid every time it rains or winds. With the support of the Fatherland Front at all levels and local authorities, her wish is gradually coming true. This Tet, she will be living in a new, more beautiful and sturdy house.
Joy also came to Mrs. Dang Thi Tuyen and her husband, in village 5, Ke Sat commune when the Great Unity House was just started at the end of October. For many years, her family lived in a seriously degraded level 4 house that could collapse or have its roof blown off in heavy rain and wind. Due to old age, illness, and economic exhaustion after her husband was diagnosed with cancer, she could not afford to renovate the old house.
The day the house was started, the couple was very happy, not daring to think that one day the family would be able to build a new house. “Thank you to the Party, the government, and the city’s Fatherland Front for caring and helping us to have a peaceful place to retire,” Ms. Tuyen confided.
Attending the groundbreaking ceremony of the Great Unity House to donate to two disadvantaged households in Kien An Ward, Comrade Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city, requested localities to continue to mobilize people, agencies, units, clans and families to promote the spirit of solidarity, mutual love, helping those in difficult situations to stabilize their housing, improve their lives, and ensure social security in the area.
Recently, the Fatherland Front at all levels in the city has increased the mobilization of agencies, organizations, businesses, entrepreneurs, and philanthropists to participate in supporting the "For the Poor" Fund or directly supporting poor and near-poor households to develop production and build Great Solidarity houses.
Head of the Front Work Committee of Que Lam village, Kien Thuy commune, Ngo Van Diem, informed that the movement to support the “For the Poor” Fund has received positive response from the people. Currently, the whole village has mobilized more than 10 million VND to take care of people in difficult circumstances.
Consistent with the policy of "investment in social security must be one step ahead of economic development", the Vietnam Fatherland Front Committee of Hai Phong city continues to affirm the central role of the great solidarity bloc, a bridge connecting the strength of the whole society in the work of caring for the poor, leaving no one behind.

Towards a city with no more poor households
Before the merger, the work of caring for the poor was always a bright spot of Hai Phong city and Hai Duong province. By the end of 2024, Hai Phong city (formerly) will complete the goal of no more poor households, 1 year earlier than the target of the Resolution of the 16th City Party Congress.
In 2025, on the occasion of the 70th anniversary of Hai Phong Liberation Day, 67 Great Solidarity houses were inaugurated to give to near-poor households, more than 7,000 gifts and dozens of scholarships were given to people in especially difficult circumstances.
In Hai Duong province (old), the work of eliminating temporary and dilapidated houses has also achieved impressive results. By the end of June 2025, Hai Duong had built 692 new houses and repaired 761 houses, with a total support fund of more than 86 billion VND from the central and provincial budgets and from the "For the Poor" and "Repaying Gratitude" Funds at all levels.
Thanks to the joint efforts of the entire political system and the people, Hai Duong completed the goal of eliminating temporary and dilapidated houses 2 months earlier than the Government's plan. The province's poverty rate decreased from 2.15% (in 2021) to 0.96% in 2024; near-poor households decreased to 1.3%.
These results are an important foundation for Hai Phong city to continue promoting the combined strength of the entire political system and people in social security work after the merger.
The valuable thing is that the programs always receive the support and companionship of many organizations, individuals and businesses. For example, Makalot Vietnam Garment Company Limited has just supported 2 families in difficult circumstances in Ha Tay commune, each family 20 million VND to build a Great Unity house. Mr. Kevin, Deputy General Director of the Company, said that the company wants to bring a real home to families in difficult circumstances. That is the way for the company to demonstrate its social responsibility, contributing to the economic and social development goals of the city.
In the 2025 - 2030 term, the Vietnam Fatherland Front of the city sets targets to organize many activities every year, including increasing resources to support the "For the Poor" Fund and social security.
The Fatherland Front at all levels strives to mobilize 60 - 80 billion VND from social resources, of which 40 billion VND or more will be mobilized through the "For the Poor" Fund at all levels and 20 billion VND or more through social security programs, striving that by 2028 the city will have no more poor households according to the multidimensional poverty standard for the period 2026 - 2030.
Since the beginning of the 2024-2029 term, the Vietnam Fatherland Front at all levels has supported the construction and repair of 1,929 Great Solidarity houses with a total cost of 116.4 billion VND, and given more than 340,700 gifts worth 370.2 billion VND to poor, near-poor and disadvantaged households. At the same time, sustainable livelihood models have been encouraged to help people escape poverty.
