Meeting with representatives of outstanding teachers on the occasion of Vietnam Teachers' Day, November 20, Prime Minister Pham Minh Chinh emphasized that "people decide everything, investing in people is investing in development, investing in people is the most important investment"; it is necessary to focus on prioritizing all resources, creating all mechanisms and policies, to make a breakthrough in developing education and training, which is truly the most important foundation for national development.

On the afternoon of November 15, at the Government headquarters, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers on the occasion of Vietnamese Teachers' Day, November 20.

Also attending were Professor, Dr. Nguyen Thi Doan, former member of the Party Central Committee, former Vice President, President of the Vietnam Association for Promoting Education; Deputy Prime Minister Le Thanh Long; Minister of Education and Training Nguyen Kim Son; leaders of departments, ministries, branches, agencies; representatives of outstanding teachers.

After listening to reports, opinions and speeches at the meeting, Prime Minister Pham Minh Chinh happily welcomed 60 teachers, representing more than 1.6 million teachers and education managers nationwide in a solemn and warm atmosphere on the occasion of the Vietnamese Teachers' Day, November 20; on behalf of the Party and State leaders, he sent to the teachers his respectful greetings, warm regards and best wishes.

On the occasion of Vietnamese Teachers' Day, November 20, the Prime Minister expressed his deepest gratitude to all generations of teachers across the country who have always devoted themselves day and night to the glorious and noble cause of "cultivating people" of our nation; and sent greetings and regards to students and parents.

"The tradition of studiousness, respect for teachers, and appreciation of talents are profound humanistic values ​​of our nation; remembering the nurturing merits of teachers is an advice imbued in folk songs and proverbs from the childhood of every person: "Father's rice, mother's clothes, teacher's words/Think about how to make up for the days of longing"; "Child, remember this saying/Don't forget father's grace, mother's kindness, teacher's work", the Prime Minister said.

The Prime Minister recalled that during his lifetime, beloved President Ho Chi Minh - the genius leader of the Party and people of Vietnam, Hero of National Liberation, World Cultural Celebrity, always highly appreciated the role of teachers in educating the young generation. He emphasized: "Without teachers, there is no education. Without education, without cadres, there is no talk of economic culture", "An ignorant nation is a weak nation".

Prioritize all resources to make breakthroughs in education and training development.

The Prime Minister stated that our Party and State always consider education and training as the top national policy, with a particularly important role, creating the foundation for forming and developing the personality and capacity of each person. Education and training forms "Virtue - Intelligence - Body - Beauty" of a person; is the most important factor ensuring success in the breakthrough in human resource development, especially high-quality human resources serving rapid and sustainable development.

"It can be affirmed that human resources are the most important factor, deciding the success or failure of revolutions and the development of a country. People decide everything, investing in people is investing in development, investing in people is the most important investment," the Prime Minister emphasized.

To achieve the country's two 100-year strategic goals, the Politburo has issued Resolutions No. 57, 59, 66, 68, 70, 71, 72 on policies to create development breakthroughs in key areas (including: science and technology, innovation, national digital transformation; international integration; law making and enforcement; private economy; ensuring national energy security; people's health care and education and training) and is preparing to issue resolutions on the state economy, foreign direct investment and culture.

The Prime Minister stated that, more than ever, we need to focus on prioritizing all resources, creating all mechanisms and policies to make a breakthrough in developing education and training, which is truly the most important foundation for national development.

In that spirit, the Politburo, the National Assembly and the Government have issued many policies, mechanisms, solutions to create breakthroughs in education development and training of high-quality human resources and focused on directing their implementation.

Notably, the Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development; a Resolution of special importance and strategic significance to implement strategic breakthroughs in developing high-quality human resources, bringing our country to rapid and sustainable development.

The Resolution has added special and outstanding preferential policies for the teaching staff (increasing vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas).

The Government has issued Resolution No. 281/NQ-CP dated September 15, 2025 on the Government's Action Program to implement Resolution 71 of the Politburo, and is currently developing and completing to submit to the National Assembly a draft Resolution on a number of specific mechanisms and policies for education and training development, as well as the National Target Program to improve the quality of education and training.

The Politburo also issued Conclusion No. 81-TB/TW dated July 18, 2025 on the investment policy to build 248 boarding schools in border communes. This is a major decision, with profound political, social and humane significance, demonstrating the special attention of the Party and State to the people in the border areas of the Fatherland and to the teachers who are always "staying in the village, spreading knowledge" day and night in the border areas.

Up to now, we have started construction of 84 schools and tomorrow (November 16), we will hold groundbreaking ceremonies for 16 schools in 3 localities (Da Nang City, Gia Lai Province and Quang Ngai Province); thereby, completing the goal of starting construction of 100 schools in 2025 according to the direction of the Politburo and will deploy construction to ensure progress, quality and functionality of the schools.

The National Assembly passed the Law on Teachers on June 16, 2025, which will take effect from January 1, 2026, establishing the legal status, honoring and developing the teaching staff. This is the first specialized law that comprehensively regulates the rights, obligations, policies, training, fostering and other contents related to teachers.

The Law on Teachers will contribute to institutionalizing and affirming the major policy of the Party and State on honoring, caring for, protecting and developing the teaching staff - the key force in the education cause.

The National Assembly issued a Resolution on universalizing preschool education for preschool children from 3 to 5 years old and a Resolution on tuition exemption and support for preschool children, primary school students, and learners of the General Education Program at educational institutions.

The Prime Minister affirmed that the above decisions have even more special significance when issued on the occasion of the 80th anniversary of the tradition of the Education sector, demonstrating the attention of the Party, the State and the entire political system for education and training, while also setting new expectations and requirements for the sector in the new era of development of the country.

Bright examples, motivating and inspiring

The Prime Minister stated: Through the sincere and emotional sharing of teachers about their life and career at the meeting, we respect and are grateful to teachers who have many outstanding achievements in the education and training career; are the core elements spreading good values ​​to students, creating motivation and inspiration for learners; are truly shining examples of ethics, self-study and creativity, dedication and devotion to the cause of educating people.

For every teacher, teaching is not simply a job but also a passion and a sacred mission.

Research immediately the regulations governing students' use of the Internet.

In the coming time, in order to continue to resolutely and comprehensively innovate education and training, aiming for Vietnam's education and training to reach the advanced level of the Asian region by 2030 and the advanced level of the world by 2045 in the spirit of Resolution 71 of the Politburo, the Prime Minister requested the Minister of Education and Training, Ministers, Heads of sectors, Secretaries and Chairmen of localities to continue to pay more attention and care for the cause of education and training; resolutely, synchronously and effectively implement assigned tasks, truly create a breakthrough in the quality of education and training at all levels and in all localities with the motto "Taking students as the center and subject - Teachers as the driving force and inspiration - Schools as the support - Families as the fulcrum - Society as the foundation".

In particular, the Prime Minister proposed to focus on directing a number of important contents.

Firstly, thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on education and training, especially Resolution 71 of the Politburo, Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on implementing fundamental and comprehensive innovation in education and training, and Decision No. 1705/QD-TTg dated December 31, 2024 of the Prime Minister on the Education Development Strategy to 2030, with a vision to 2045.

Second, continue to review, amend and promptly supplement institutions, mechanisms and policies to improve the effectiveness and efficiency of state management of education.

Promptly issue detailed regulations and implementation instructions (decrees and circulars) for 03 draft laws being submitted to the National Assembly for approval, including: Law amending a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended).

Effectively implement the Law on Teachers; comprehensively summarize, evaluate, adjust and perfect general education programs and textbooks.

Third, focus on improving the quality of education and training at all levels, especially university training in a practical and in-depth manner; create a favorable environment to attract investment resources for education and training development, ensure fairness and equality between the public and private sectors; promote public-private cooperation.

Fourth, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, university and pedagogical college education; effectively implement the policy of tuition exemption and support for preschool children and general education students.

Building schools and classrooms to meet the learning needs associated with urbanization and population migration trends. In particular, it is important to complete the construction of 100 schools for handover and use in August 2026; at the same time, continue to study the construction of 148 schools to achieve the target of 248 schools according to Conclusion No. 81-TB/TW of the Politburo.

Fifth, especially for the teaching staff, focus on building, reviewing, amending and supplementing appropriate policies and remuneration regimes in accordance with the spirit of Resolution 71.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs and relevant agencies to research, develop and promulgate policies to ensure that teachers receive salaries commensurate with their efforts, especially preschool teachers, those working in remote, isolated and disadvantaged areas, and teachers teaching arduous and hazardous professions...

Focus on recruiting and restructuring the teaching staff according to the assigned staff, promptly overcome the local surplus and shortage of teachers in the spirit of: "Where there are students, there are teachers" in a reasonable manner. Promote recruitment, management, and effective use of the assigned teacher staff quota in Decision No. 72-QD/TW of the Politburo.

Strengthen the prevention of school violence, protect teachers and students, strengthen the prevention of crimes and social evils in the educational environment, especially drug abuse. Resolutely rectify negative practices in education; maintain a respectful environment between teachers and students; effectively implement the motto "teachers are teachers, students are students" in terms of ethics, personality and knowledge.

The Prime Minister also directed the Ministry of Education and Training to immediately research specific regulations related to the management of students' use of the Internet, suitable to Vietnamese culture and referring to international experience, in the direction of both accessing world knowledge, promoting intelligence and creativity, ensuring health and fighting negativity.

The head of the Government recalled that the late Prime Minister Pham Van Dong once said: "Teaching is the noblest of all noble professions." According to the Prime Minister, "to have good students, there must be good teachers. The success of education is not just about cramming knowledge, not just about creating good experts, but also about igniting passion, nurturing aspirations, giving wings to dreams, imparting to the young generation ideals, ethics, and the quintessence of national and human culture, contributing to the formation of good qualities of Vietnamese people."

The Prime Minister hopes and believes that each teacher will continue to be a shining example of cultivating virtue and talent, loving the profession and loving people; constantly studying, cultivating, accumulating knowledge and experience, improving professional qualifications; being proactive, creative, applying science and technology, having new approaches in teaching and learning; so that each lesson is truly useful and interesting, so that each school day is truly a happy day.
