Determination to build schools in border areas
Implementing Conclusion No. 81-TB/TW of the Politburo and Resolution 298/NQ-CP of the Government, the People's Committee of Dien Bien province issued a Plan to implement the "Campaign to build schools for border communes" and the movement "The whole country for beloved border students".
According to the plan, by 2028, the province will complete 15 primary and secondary boarding schools for ethnic minorities in 15 border communes, of which 10 schools will start construction in 2025 and be completed before August 30, 2026.
These projects are not only places for ethnic minority children to study, but also symbols of solidarity and the aspiration to rise from knowledge. Vice Chairman of Dien Bien Provincial People's Committee Vu A Bang affirmed: "Each school in the border area is the trust and future of the young generation in the border of the Fatherland. We must do it quickly, firmly and effectively."
The schools will be designed to be “open”, friendly, multi-functional, suitable for the cultural characteristics of each ethnic group and the terrain conditions of the highlands. The infrastructure system will be invested synchronously: classrooms, public houses, dormitories, common areas, sports fields, libraries, cafeterias, water supply and drainage systems and information technology infrastructure to serve the digital transformation of education .
Synchronous investment, community engagement
According to the plan, each school will have an area of 5 to 10 hectares, with a scale of about 30 classes, equivalent to 1,000 students, ensuring standards on area, technology and safety. The planning, compensation and site clearance work will be assigned to the People's Committees of border communes and the Management Board of Land Fund Development Projects in areas 1, 2, 3, 4, 5 to be completed before November 20, 2025.
Investment capital is mobilized from the central and local budgets and other legal sources, while at the same time strongly launching the socialization movement, mobilizing people to donate land, contribute labor and support materially. The movement "The whole country for beloved border students" is considered a fulcrum to mobilize the combined strength of the whole society, from the armed forces, organizations, businesses to each person, to join hands to build schools in the border area.

In the implementation system, the Department of Education and Training is the standing agency of the Steering Committee, responsible for coordinating and monitoring progress; the Department of Construction ensures technical standards and provides guidance on sample designs; the Department of Finance presides over the allocation, control of capital and management of public assets after investment; the Department of Agriculture and Environment assesses environmental impacts, ensuring projects are friendly, safe and sustainable.
In addition, the Provincial Police and the Provincial Military Command coordinated to ensure security and safety of the project, support the transportation of materials, and help people donate land and contribute labor days for construction.
Building knowledge for the future fence
Along with construction, Dien Bien pays special attention to maintaining the stable and long-term operation of schools. The Department of Education and Training is assigned to develop plans for arranging teachers and staff, policies to support boarding and semi-boarding students, and plans to train and foster teachers who know ethnic languages and neighboring languages. This is a prerequisite to help ethnic minority students study effectively and become more attached to the school and the community.
Along with that, the province focuses on investing in digital education transformation infrastructure: equipping smart classrooms, online learning devices, electronic libraries, high-speed internet connection systems, creating conditions for students in border areas to access modern knowledge, shortening the gap with more favorable areas.
Ms. Sung Thi Sua, Na Bung commune shared: "We hope that the State will soon invest in a new, spacious school so that children will have good facilities and a safe place to eat, live and work."
In addition to infrastructure investment, Dien Bien also launched humanitarian movements such as "Youth towards the border", "Women accompanying border students", "Unions join hands for border schools". These movements contribute to connecting the community, arousing the spirit of mutual love and affection, spreading profound humanitarian meanings.
With the goal of completing 15 border boarding schools before 2028, Dien Bien is gradually creating a solid educational foundation for the border area, which is both the national frontline and a long-term development fulcrum of the locality.
The new schools not only provide knowledge, but also light up the belief and aspirations of ethnic minority students. When the light of knowledge shines on the border, that is also the time when the “people’s heart” is consolidated, the border is more secure, and the journey of developing Dien Bien from education becomes a reality.
