Determined to build schools in border regions.

In implementing Conclusion No. 81-TB/TW of the Politburo and Resolution 298/NQ-CP of the Government, the People's Committee of Dien Bien province has issued a plan to implement the "Campaign to build schools for border communes" and the movement "The whole country for beloved border students".

According to the plan, by 2028, the province will complete 15 ethnic boarding schools at the primary and lower secondary levels in 15 border communes, of which 10 schools will start construction in 2025 and be completed before August 30, 2026.

These facilities are not only places of learning for the children of ethnic minorities, but also symbols of solidarity and the aspiration for advancement through knowledge. Vice Chairman of the Dien Bien Provincial People's Committee, Vu A Bang, affirmed: "Each school in the border region is a source of hope and a future for the younger generation in this frontier area of ​​the Fatherland. We must work quickly, thoroughly, and effectively."

The schools will be designed to be "open," friendly, multi-functional, and suitable to the cultural characteristics of each ethnic group and the geographical conditions of the highlands. The infrastructure will be comprehensively invested in: classrooms, staff housing, dormitories, common areas, sports fields, libraries, cafeterias, water supply and drainage systems, and information technology infrastructure to support the digital transformation of education .

Integrated investment, community engagement.

According to the plan, each school will have an area of ​​5 to 10 hectares, with approximately 30 classrooms, equivalent to 1,000 students, ensuring compliance with standards regarding area, technical specifications, and safety. The planning, compensation, and land clearance work will be assigned to the People's Committees of the border communes and the Project Management Boards for Land Development in Areas 1, 2, 3, 4, and 5, to be completed before November 20, 2025.

Investment capital was mobilized from the central and local budgets and other legal sources, while also strongly promoting social mobilization, encouraging people to donate land, contribute labor, and provide material support. The "Nationwide for Beloved Border Students" movement was seen as a cornerstone for mobilizing the combined strength of the entire society, from the armed forces, organizations, businesses to individual citizens, to jointly build schools in border regions.

Many schools in Dien Bien were built a long time ago, and their facilities are inconsistent and dilapidated, requiring further investment.

In the implementation system, the Department of Education and Training is the permanent agency of the Steering Committee, responsible for coordinating and monitoring progress; the Department of Construction ensures technical standards and provides guidance on model designs; the Department of Finance is responsible for allocating and controlling capital and managing public assets after investment; and the Department of Agriculture and Environment assesses environmental impacts, ensuring the project is environmentally friendly, safe, and sustainable.

In addition, the Provincial Police and the Provincial Military Command coordinated to ensure the security and safety of the construction site, assisted in transporting materials, helped people donate land, and contributed labor to the construction.

Building a foundation of knowledge for the future of the border region.

Alongside construction, Dien Bien province is paying special attention to maintaining the stable and long-term operation of schools. The Department of Education and Training is tasked with developing plans for the allocation of teachers and staff, policies to support boarding and semi-boarding students, and plans for training and developing teachers fluent in ethnic minority languages ​​and neighboring languages. This is a prerequisite for helping ethnic minority students study effectively and become more attached to the school and the community.

In addition, the province focuses on investing in infrastructure for digital transformation in education: equipping smart classrooms, online learning equipment, electronic libraries, and high-speed internet connections, creating conditions for students in border areas to access modern knowledge and narrow the gap with more developed regions.

Ms. Sung Thi Sua from Na Bung commune shared: "We hope that the government will soon invest in a new, spacious school so that our children will have good facilities and a safe place to eat, sleep, and live."

Besides investing in infrastructure, Dien Bien also launched humanitarian movements such as "Youth towards the border," "Women accompanying students in border areas," and "Trade unions joining hands for schools in border regions." These movements contribute to community cohesion, foster a spirit of mutual support and compassion, and spread profound humanitarian values.

With the goal of completing 15 border boarding schools before 2028, Dien Bien is gradually building a solid education foundation for the border region, which is both the national frontline and a cornerstone for the long-term development of the locality.

The new schools not only provide knowledge but also ignite faith and aspirations for advancement in ethnic minority students. When the light of knowledge shines on the border, it is also the time when "the people's support" is strengthened, the border becomes more secure, and the journey of Dien Bien's development through education becomes a reality.
