Submit to the National Assembly the Draft Law on Vocational Education (amended)

GD&TĐ - The Draft Law on Vocational Education (amended) will be submitted at the 10th Session of the 15th National Assembly.

The Draft Law on Vocational Education (amended) consists of 9 chapters and 42 articles (an increase of 01 chapter and a reduction of 37 articles compared to the current Law) with many new points:

Firstly, expanding the scope, objects and system structure: supplementing more clearly the state management activities, rights, obligations and responsibilities of organizations and individuals participating in vocational education, adding many new concepts such as "vocational education database", "vocational high school" to specify the content and applicable objects.

Regarding the system structure, an important new point is that the Draft supplements vocational secondary education to integrate general knowledge with vocational training. Higher education institutions are also allowed to participate in training in some specific professions.

Second, change the state management agency: adjust the responsibility for unified management of vocational education from the former Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training.

Third, improve standardization and quality assurance.

Fourth, clearly define the roles, rights and responsibilities of businesses, teachers and learners.

Fifth, supplement financial, cooperation and investment policies.

Sixth, specify a specific transition roadmap: Clearly stipulate transitional provisions, including a roadmap until July 1, 2030, when vocational training institutions will be allowed to enroll secondary school graduates (except for health majors).

According to the schedule, on the morning of October 22, 2025, the Minister of Education and Training , authorized by the Prime Minister, presented the Submission on the draft Law on Vocational Education (amended). After that, the Chairman of the National Assembly's Committee on Culture and Society presented the Examination Report on the draft Law on Vocational Education (amended). In the afternoon of the same day, the National Assembly discussed this draft law in groups.
