New developments related to investment in upgrading Chu Lai Airport

Chu Lai - Chu Lai Airport is planned to have a capacity of about 10 million passengers/year, 1.5 million tons of cargo/year by 2030 and 30 million passengers/year by 2050.

The Ministry of Construction has just reported to the Government leaders on the planning and investment methods of Chu Lai Airport - Da Nang City.

According to the report, the Chu Lai Airport Planning for the 2021-2030 period, with a vision to 2050, was directed by the Ministry of Construction to be researched and organized by receiving sponsorship products for planning documents from Vingroup Corporation.

The planning scheme will not be completed until June 2025 due to the need to update the current status of military facilities at the airport, parking lot and connect data on land boundary demarcation at Chu Lai Airport carried out by the Ministry of National Defense.

Currently, the Ministry of Construction is collecting opinions from relevant agencies on the Chu Lai Airport Planning dossier according to regulations.

Recently, the Ministry of Construction held a meeting with the People's Committee of Da Nang City on the planning of Da Nang International Airport and Chu Lai Airport in the city.

Due to the location of Da Nang International Airport in the urban area, development is facing many difficulties, a new factor appears which is the merger of Da Nang City with Quang Nam Province.

Therefore, the Ministry of Construction and the People's Committee of Da Nang City have agreed to review the planning and development orientation of Da Nang International Airport with a capacity of about 20 million passengers/year; at the same time, prioritize the development of Chu Lai Airport to meet the socio-economic development goals of the locality; it is expected that the 2 plans will be completed in September 2025 for appraisal and approval in the fourth quarter of 2025.

Regarding the investment method of Chu Lai Airport, based on the proposal of the People's Committee of Quang Nam province (now the People's Committee of Da Nang city), the Ministry of Construction reported to the Prime Minister on assigning the People's Committee of Quang Nam province as the competent authority to implement the investment of Chu Lai Airport under the PPP method.

In April 2025, Deputy Prime Minister Tran Hong Ha directed “The Ministry of Construction to agree with the People's Committee of Quang Nam province, Vietnam Airports Corporation (ACV) and relevant agencies to report to the Prime Minister before April 20, 2025 on assigning competent authorities in accordance with the provisions of Clause 3, Article 5 of the Law on Investment under the PPP method, in which ACV's investment capacity is clarified...”.

The Ministry of Construction has sent documents requesting the Ministry of Finance and ACV to give their opinions on ACV's ability to arrange and balance capital sources for investment according to the planning and development plan of Chu Lai Airport in the period up to 2030.

In July 2025, ACV reported that it would balance capital planning to invest in construction, upgrading, and expanding works at Chu Lai Airport in its role as an airport enterprise after the Chu Lai Airport Planning was approved.

Based on ACV's report, the Ministry of Construction is consulting with the People's Committee of Da Nang City to agree on a suitable investment method for developing Chu Lai Airport and report to the Prime Minister in August 2025.

At the end of November 2022, the People's Committee of Quang Nam province submitted to the Ministry of Transport (now the Ministry of Construction) the Project on socialization of investment and exploitation of Chu Lai Airport, Quang Nam province.

The project proposes to synchronously build at Chu Lai Airport a new runway measuring 3,048 x 45 m, a taxiway system (parallel taxiways, connecting taxiways), an aircraft parking lot (32 - 40 parking positions); invest in building a passenger terminal with a capacity of about 10 million passengers/year and synchronous technical infrastructure works (electricity supply, water supply, drainage, wastewater treatment, waste treatment, car parking...).

Chu Lai Airport will build a cargo terminal with a capacity of about 1.5 million tons of cargo/year. The total investment capital needed to "upgrade" Chu Lai Airport is about 11,000 billion VND, of which investment in the airport area is about 3,500 billion VND; parking area is about 1,000 billion VND; civil aviation area is about 6,500 billion VND (not including site clearance costs according to regulations).
