At the Talkshow "Contemporary Smart Generation" - the opening session of the series of activities at the Autumn Economic Forum 2025, taking place on the morning of November 25 in Ho Chi Minh City, Deputy Prime Minister Bui Thanh Son and Chairman of the Ho Chi Minh City People's Committee sent strong messages: empowering young people is not only a policy, but also a national development strategy.

In his opening speech at the talkshow, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said the world is witnessing unprecedented profound changes: artificial intelligence, data, knowledge economy, green energy and sustainable development models are reshaping all areas of life. Vietnam, with its aspiration to become a developed, high-income country by 2045, is facing a great opportunity for the country to enter a new era.
After the period of territorial consolidation, the city is aiming to become an international metropolis, a center of technology - finance - knowledge of the whole country. In this process, Chairman Nguyen Van Duoc emphasized, "young human resources are an indispensable driving force".
He said that Ho Chi Minh City is being given stronger opportunities than ever before. Resolution 98 allows the city to have a chance to break through and financial centers are being deployed as an affirmation of the commitment to turn the city into a center of science and innovation.
Chairman Nguyen Van Duoc describes today's young generation as "people born in the digital age, with open minds and superior access to technology". They are not just beneficiaries but at the heart of the transformation.
He emphasized three major action groups that the City will deploy to support young people to quickly and correctly access in the new era. One is to invest heavily in digital infrastructure through 5G coverage, expanding bandwidth; Building an open data platform for young people to exploit creativity, developing applications to serve urban life. Two is to invest in people: Cooperating with universities, research institutes, training AI engineers, data experts, high-tech human resources. And the third is to perfect the innovation ecosystem: Developing innovation hubs, expanding the sandbox mechanism to test new models, supporting technology startups to solve social problems.
"Ho Chi Minh City has high expectations for you as teammates, building the future together with the City. Don't wait - take action today," Mr. Duoc called.

Sharing at the talkshow, Deputy Prime Minister Bui Thanh Son said that the Government clearly identified: the young generation is the subject for Vietnam to enter the green and digital era. "Vietnam's greatest advantage is nothing other than 100 million Vietnamese people, especially the young generation - intelligent, creative and full of aspirations". The Deputy Prime Minister affirmed that the Government is taking drastic actions to build a digital nation - digital society - green economy. This is not only a trend but also a "command of the future".
He highly appreciated the way Ho Chi Minh City is concretizing the national development strategy through the spirit of "Global cooperation - Local action". The Deputy Prime Minister emphasized the Government's commitment to unlocking resources, untying institutions, and granting special mechanisms such as Resolution 98 so that Ho Chi Minh City dares to act and innovate through the following group of solutions:
Accompanying young people, creating a fair and transparent legal environment for them to confidently create.
Opening the door to integration through deep cooperation with the UN, WEF and international partners, directing support towards developing young talent.
"No one can prepare for the future better than the youth themselves. The pursuit of innovation, daring to think and dare to do creates opportunities. The country needs you to act today," Deputy Prime Minister Bui Thanh Son sent a message to students, start-up innovators and typical advanced youth attending the opening talkshow at the forum.

The talkshow "Contemporary Smart Generation" is not only an inspirational event, but also an affirmation by both the Government and Ho Chi Minh City of a consistent strategy - putting young people at the center - energizing - and empowering them to lead change. The event is not only an activity to kick off the Forum, but also an invitation for young people to join hands in creating a smart, green and sustainable future.
