On November 26, Party Central Committee Secretary and Foreign Minister Le Hoai Trung and New Zealand Foreign Minister Winston Peters co-chaired the 3rd Vietnam-New Zealand Foreign Ministers' Meeting (FMM-3).

At the conference, the two Ministers signed the Action Program to implement the Comprehensive Strategic Partnership for the 2025-2030 period.
On this occasion, the New Zealand Foreign Minister presented a diplomatic note announcing the New Zealand Government 's aid worth 3 million NZD to Vietnam to overcome the consequences of recent storms and floods.
On behalf of the Government and people of Vietnam, Foreign Minister Le Hoai Trung thanked the Government and people of New Zealand for supporting Vietnam to overcome difficulties caused by natural disasters, calling this a very meaningful gesture demonstrating the solidarity and close relationship between the two countries.

The two sides expressed their delight at the extensive development of the Vietnam-New Zealand relationship since its upgrade to Comprehensive Strategic Partnership (February 2025), and highly appreciated the comprehensive and effective cooperation on five pillars: politics; defense - security, maritime cooperation; economy, trade, investment; science and technology, agriculture, climate change response; education, culture, and people-to-people exchange.
The two Ministers agreed on the need to continue to maintain the momentum of developing relations, enhance political trust and further promote high-level and all-level exchanges, promote bilateral cooperation mechanisms and coordinate to effectively implement the recently signed Action Program.
The two sides emphasized the complementarity of the two economies, affirming that economic, trade and investment cooperation still has much potential, and that stronger and more breakthrough measures need to be implemented, striving to achieve a two-way trade turnover of 3 billion USD by 2026, focusing on strengthening business connections and effectively coordinating the implementation of free trade agreements of which both sides are members. Minister Le Hoai Trung hopes that New Zealand businesses will increase investment in Vietnam.
Minister Winston Peters thanked Vietnam for opening its market to some New Zealand agricultural products, and hoped to continue creating conditions for other products.
The two sides agreed to further expand cooperation in education, people-to-people exchange, aviation connectivity, tourism, science and technology, green economy, digital economy, agriculture and climate change response.

Discussing world and regional issues, the two Ministers shared that Vietnam and New Zealand have a common vision on building a world and regional order based on rules, respecting the voices of small and medium-sized countries, promoting free trade, multilateralism, dialogue, cooperation and connectivity.
Minister Winston Peters affirmed that New Zealand considers Southeast Asia a priority in its foreign policy, supports the central role of ASEAN, and requests that Vietnam, as the coordinator of ASEAN-New Zealand relations, continue to coordinate to further promote the newly established ASEAN-New Zealand Comprehensive Strategic Partnership. The Minister also congratulated Vietnam on assuming the role of Chairman of the CPTPP Council 2026 and pledged to support and assist Vietnam in successfully completing its tasks, thereby promoting free trade and regional connectivity.
Minister Le Hoai Trung highly appreciated New Zealand's cooperation and support for Vietnam and ASEAN, hoping that New Zealand would continue its positive stance and support Vietnam and ASEAN in regional strategic issues, including the East Sea, and consider expanding cooperation with the Mekong sub-region, especially in responding to climate change and rising sea levels.
The two Ministers also had in-depth and frank discussions on a number of other issues of concern and reached high consensus, thereby enhancing trust and common understanding, actively contributing to the development of the Vietnam-New Zealand Comprehensive Strategic Partnership in the new period.
