Vietnam Finance Forum 2025 in Da Nang: Announcing a series of cooperation memoranda of understanding

DNO - On August 28, at the Vietnam Financial Forum 2025 held in Da Nang, the city announced many memorandums of understanding on cooperation with domestic and foreign partners.

Specifically, the City People's Committee has signed a memorandum of understanding with the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank). The cooperation includes coordinating the implementation of investment promotion activities in the Vietnam International Financial Center in Da Nang ; supporting the study and promotion of the city's investment and business environment; and connecting with investment funds, financial institutions, and potential investors to build and develop the Center.

The City People's Committee has also signed a cooperation agreement with Tether Operations Group to research, propose, develop, complete or issue under its authority mechanisms and policies related to digital currency (Bitcoin), blockchain technology and peer-to-peer technologies. This cooperation is carried out through the transfer of knowledge and international best practices.

With SSI Securities Corporation, the two sides will coordinate to research, propose, build, complete or issue under their authority mechanisms and policies related to digital assets and blockchain technology. At the same time, SSI will work with the city to introduce, promote and attract financial institutions, investment funds, and technology companies to register as members at the Vietnam International Finance Center in Da Nang.

The City People's Committee and Vietnam Payment Solutions Joint Stock Company (VNPAY) have cooperated to provide digital payment solutions, products and services to organizations, businesses and individuals providing goods and services in Da Nang. The two sides will also coordinate communication, promotion, training and guidance on the use of these solutions for applicable subjects in the area.

The City People's Committee and ARK Global Corp Fund will coordinate to develop a digital finance and digital asset investment handbook in Da Nang, along with a set of criteria for evaluating projects, proposals, and investors in this field. In addition, the fund will connect financial institutions, technology companies, and investment funds to the city to promote investment, business, funding, and training.

The City People's Committee has cooperated with APEXGROUP to introduce and promote the Vietnam International Financial Center in Da Nang to the world's leading capital markets and asset management centers. The two sides will also organize annual events on funds and asset management, bringing together industry leaders, investors and management agencies. In addition, they will research, propose and perfect mechanisms and policies to promote the development of the center.

The City People’s Committee has partnered with the Global Green Growth Institute (GGGI). This collaboration aims to strengthen planning, finance and institutional frameworks for green growth at local and regional levels. At the same time, the two sides will increase green investment flows from the public and private sectors, translating green growth strategies and investment plans into practical actions. The focus is on green finance, innovation ecosystem, including climate technology startups and related fields.

The City People's Committee has signed an agreement with the Metis Research Institute to study and provide comments on mechanisms and policies to promote the Vietnam International Financial Center in Da Nang to operate on schedule and effectively. In addition, the Institute will also promote and connect the Center with potential investors, financial institutions and other international financial centers, thereby promoting the international presence of Da Nang.

The City People's Committee and the Swiss Finance and Technology Association have signed a cooperation agreement to introduce and promote the Vietnam International Finance Center in Da Nang to financial institutions and technology companies in Switzerland as well as across Europe.

The City People's Committee also cooperated with the Association of Young Vietnamese Entrepreneurs in Europe (VYBE). The two sides will coordinate to introduce and promote the Vietnam International Financial Center in Da Nang, while strengthening connections with international financial centers and investors in Europe.

Also within the framework of the forum, Vietnam Digital Trading Platform Joint Stock Company and Sun Seven Stars Investment Group signed a memorandum of understanding on cooperation witnessed by central and city leaders.
