
The Chairman of the City People's Committee requested directors of departments, branches, and sectors, chairmen of People's Committees of communes, wards, and special zones, and heads of agencies and units to seriously organize on-duty shifts, closely monitor disaster forecast and warning bulletins, and prepare plans for prevention, response, and rescue.
Low-lying and coastal areas should proactively arrange forces and means to evacuate people when necessary; resolutely prevent people from traveling or fishing in rivers, streams, reservoirs and dangerous flooded areas. Armed forces are ready to support when bad situations occur, especially in areas at risk of landslides and flash floods.
The Department of Construction was assigned to take the lead in implementing plans to prevent and combat urban flooding, urgently inspect and operate reservoirs and anti-flood pumping stations, and complete tree bracing and pruning to limit tree collapse during the rainy and stormy season. The Department of Agriculture and Environment coordinated with the Central Hydrometeorological Station to monitor weather developments, direct the safety of dams, dykes, irrigation systems, agricultural production and aquaculture.
The Military Command, Border Guard and City Police reviewed and prepared forces and vehicles for rescue. Reservoir management units, hydropower plants and Da Nang Electricity Company inspected and safely operated the works, ensuring continuous power supply to anti-flood pumping stations.
The telegram also requested press agencies, especially Da Nang Newspaper, Radio and Television and local media channels, to increase propaganda about storm developments and provide guidance on prevention skills to the people. Project management boards and construction units must proactively inspect and reinforce works to prevent incidents caused by storms.
