Previously, on September 26, EVNNPC also issued Official Dispatch No. 2334/CD-EVNNPC on proactively responding to heavy rain, flash floods and landslides caused by the circulation of storm No. 9 RAGASA and storm No. 10.

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 27, storm No. 10 was about 270 km east-southeast of Hoang Sa archipelago, with the strongest wind in the storm's center at level 11-12, 103-133 km/h, gusting to level 15, moving in the West-Northwest direction at a speed of 30-35 km/h.

To respond promptly and ensure people's safety, the General Director of EVNNPC requested Directors of member units to strictly implement Official Dispatch No. 7401/CD-BCT dated September 27, 2025 of the Ministry of Industry and Trade and Official Dispatch No. 6204/CD-EVN dated September 27, 2025 of EVN. The Corporation requested units to strengthen inspection, overcome subjective situations in some units, and at the same time organize inspection teams and direct instructions in high-risk areas, especially the Regional Power Operation Management Team and 110 kV transformer stations.

The Corporation requires the preparation of a minimum shock force of 60 people, divided into at least 2 teams, with direct command from the company's leaders and at least 2 safety officers to supervise. Forces, vehicles, equipment and supplies must be ready for deployment within 8 hours of the mobilization order. Units must organize 100% of their personnel on duty, implementing the motto "4 on-site, 3 ready", and at the same time, re-arrange shifts at unmanned 110 kV transformer stations before 11:00 a.m. on September 28.

Currently, units in areas forecast to be directly affected by the storm such as Thanh Hoa, Nghe An , Ha Tinh have deployed a response plan to mobilize all available forces, vehicles and spare materials to be ready to handle incidents to ensure grid safety and restore power supply as quickly as possible when a situation occurs.
