Innovation in production thinking

As a mountainous district, Ba To has many strengths in developing the hill and forest economy and raising livestock. However, many years ago, due to backward farming practices and inefficient production, people's lives were still difficult. In order to change people's thinking and working methods, Ba To district has focused on propaganda, mobilization, and guidance for people to apply scientific and technical advances in production.

Implementing the "One Commune One Product" (OCOP) Program, Ba To district encourages investors to develop products with strengths to build dossiers to request recognition of OCOP products. Through implementation, up to now, the district has 11 products recognized as OCOP products, including 8 3-star products and 3 4-star products. In the district, a 15-hectare upland rice production area has been built in Ba To commune, with an area of ​​15 hectares, achieving VietGAP certification; a product traceability dossier has been built for 2 pure rice production areas in Ba Vinh and Ba Dien communes.

According to Nguyen Thi Van, Head of the Department of Agriculture and Environment of Ba To district, people have gradually changed their production mindset and proactively applied effective agricultural models. In particular, people have complied quite well with recommendations on crop calendars, production techniques, etc. from the authorities. This is one of the important factors to improve productivity and output of crops and livestock; at the same time, gradually changing the farming practices of the Hre ethnic group.

Up to now, people have gradually changed their thinking and awareness in agricultural production such as planting on schedule, applying fertilization and pest control processes, using high-value crops and livestock with stable consumption markets. Typical models are: Breeding bamboo rats for reproduction, breeding civets for reproduction, breeding spotted deer for reproduction, growing oyster mushrooms... bringing many prospects, opening up new economic development directions for local people.

In the past, people only developed family-scale economy, but now there are more and more farms and farms that produce a combination of fields - gardens - livestock - forests, bringing high economic efficiency. People have focused on raising crossbred Sind cows; improving the breed of Vietnamese cows towards Zebu crossbred cows; improving the herd of native buffaloes... In 2024, Ba To district's buffalo herd will have 28.5 thousand heads, 31.3 thousand pigs, 5,323 cows; the proportion of crossbred cows accounts for 77%. "With the guidance of district and commune officials on new ways of raising cattle and providing good buffalo breeds, I have been able to increase the number of buffaloes in the herd. Thanks to that, my family sells a few buffaloes each year, enough money to support the family," Ms. Pham Thi Sung, in Ba Tieu commune, said happily.

In addition, from preferential loans from the Social Policy Bank, many poor families in Ba To district, especially the Hre ethnic group, have access to capital for sustainable economic development. The models of planting acacia trees combined with livestock farming help farmers gradually escape poverty and become rich. Many households have taken advantage of available land, labor and creativity to invest in developing forest economy, planting acacia trees, cassava and combining with livestock farming... A typical example is the garden, pond, barn and forest model of Mr. Pham Van Da's family in Ba To town, which has high economic efficiency. Mr. Da said that from the preferential loan capital from the District Social Policy Bank Transaction Office, I invested in digging ponds to raise red tilapia, pomfret, pigeons, black apple snails... Every year, after deducting expenses, I have an income of 150 million VND and have become one of the sustainable development models in Ba To district.

Ms. Vo Thi Hoa Thuong, Tan Long village, Ba Dong commune, has combined farming, pig farming, and small business, bringing in a good income for her family. In particular, she and her husband have boldly invested in developing livestock farming with a scale of 200 pigs/batch; selling over 500 pigs each year. After deducting expenses, Ms. Thuong and her husband earn over 300 million VND.

Promoting strengths in new rural construction

To promote the strength of the large area of ​​hills and forests, the Party Committee and the government of Ba To district have directed the focus on planting raw material forests, especially focusing on planting large timber trees for forest product processing to develop a sustainable forest economy. In 2024, the district's concentrated forest plantation area is estimated to reach 7,980 hectares, with a wood output of nearly 1 million cubic meters. Thanks to forest planting, many households have escaped poverty, have a prosperous life and become rich.

With the advantage of a large forest (more than 4,588 hectares), Ba To commune has promoted and mobilized people to invest in planting production forests to increase income and improve their lives. Through implementation, organizations and individuals in the commune have planted more than 3,800/4,049 hectares of production forests, contributing to increasing the forest coverage rate to more than 55%. "People are now aware that planting forests is associated with environmental protection, both creating livelihoods and sustainable development," said Secretary of the Ba To commune Party Committee Huynh Thanh Duy.

Ms. Nguyen Thi Van said that in Ba To district, most people, especially the Hre people, live by growing raw acacia trees. Previously, many households harvested acacia trees that were not old enough and exploited them on large areas, causing soil erosion and landslides. However, since the district adopted a policy of planting large timber forests, combined with planting native trees, it has opened up a new direction, contributing to limiting soil erosion, protecting the environment and increasing forest value for growers. "Currently, households know how to rely on the advantages of forest land to develop raw materials suitable to local weather conditions and planning. Thereby, meeting the raw material source for wood processing factories in the district; at the same time, increasing income for people", Ms. Van informed.

Implementing the National Target Program on New Rural Construction, Ba To district focuses on planning and investing in essential infrastructure to serve production and people's lives. In particular, the district promotes the construction and gradually completes infrastructure to serve New Rural Areas; at the same time, it implements projects to link production development and product consumption according to the value chain, increasing crop productivity. Up to now, the whole district has achieved an average of 13.5 criteria/commune; there are 2 communes meeting New Rural Area standards, namely Ba Dong and Ba Cung, and 2 communes, Ba Lien and Ba Dien, are completing documents to request recognition of meeting New Rural Area standards in 2024. The rural traffic system, electricity, schools, medical stations, cultural houses, etc. have been gradually completed, creating favorable conditions for people to trade, develop the economy, and improve their lives.
