Focus on reviewing, accelerating progress, and implementing projects and sub-projects under the National Target Programs.

Attending the inspection and working session were leaders of functional departments of the province and leaders of the District Party Committee , People's Council and People's Committee of Son Ha district.

In the period of 2022-2024, Son Ha district was allocated more than 355 billion VND to implement the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas. By the end of April 2025, nearly 260 billion VND had been implemented and disbursed, reaching over 73%. Of which, the central budget was nearly 240 billion VND (reaching 74.3%) and the provincial budget was 19.7 billion VND (reaching 60.78%).

The district has supported 690/695 houses; supported job conversion for 212 households; supported loans according to Decree No. 28/2022/ND-CP of the Government for 38 households, with a total cost of nearly 2.5 billion VND; completed 12/12 centralized domestic water works, serving more than 2,000 beneficiary households; implemented 02 centralized resettlement areas, with 60 beneficiary households.

Leaders of Son Ha District People's Committee reported on the implementation of National Target Programs in the district.

From the Program's capital, the District People's Committee has authorized the People's Committees of communes with projects to approve and implement projects to support the development of diversified livelihood production and production development with 79 component projects to support the development of community products; implementing 03 projects to support the development of production linked to the value chain. Regarding the National Target Program on Sustainable Poverty Reduction, for the period of 2021-2025, the whole district was allocated nearly 38.9 billion VND (the central budget is 33.8 billion VND; the provincial budget is 3.4 billion VND and the district budget is more than 1.66 billion VND) to implement livelihood diversification, develop poverty reduction models; support production development, improve nutrition; develop vocationaleducation , sustainable employment; communication and poverty reduction on information and improve capacity for monitoring and evaluating the Program ... By the end of April 2025, 12.9 billion VND had been disbursed, reaching over 49.2%.

According to the assessment of the district leaders, the progress of some projects and sub-projects of the Programs is still slow, such as not completing planning projects, arranging stable population, not implementing population arrangement into the project; not building, deploying and replicating advanced typical models in ethnic minority and mountainous areas; most of the models and production support projects under the National Target Programs started implementation from mid-2023, with an implementation period of 2-3 years, so the effectiveness of all project models has not been evaluated yet; revolving capital for community projects has not been collected.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Vo Phien highly appreciated the results of the implementation of the 2 National Target Programs on Socio-Economic Development of Ethnic Minorities and Mountainous Areas and Sustainable Poverty Reduction in Son Ha District, and requested Son Ha District to continue to direct and urge specialized agencies, units assigned with tasks and capital for implementation and the People's Committees of communes to review the projects of the 2 Target Programs, ensuring the correct content, objects and capital sources for implementation. Review and adjust capital from component projects that no longer have support objects or are not eligible for support to disburse in accordance with regulations.

Urgently allocate, organize implementation and disburse newly allocated career capital; finalize public investment capital for completed projects; balance and arrange counterpart funds from the district budget to ensure the prescribed ratio. At the same time, direct to accelerate progress and complete projects, sub-projects, and Program contents that directly affect the interests of the people, especially during the time of transferring tasks between the district and commune levels so that work is not interrupted after the administrative unit arrangement.
