Drill on disaster prevention, search and rescue in coastal areas of Thanh Hoa province

(Baothanhhoa.vn) - On the morning of August 7, in Tien Trang commune, the Provincial People's Committee organized a drill on natural disaster prevention, control, search and rescue (PCTT&TKCN) in the coastal area of Thanh Hoa province in 2025.

Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the 2025 coastal disaster prevention and control drill in Thanh Hoa province attended and directed the drill.

Attending were representatives of leaders of member sectors of the Steering Committee for Disaster Prevention and Control and leaders of coastal communes and wards of the province.

Director of the Department of Agriculture and Environment Cao Van Cuong spoke at the drill.

The simulation scenario of storm No. 5 in 2025 has entered the East Sea and is moving very quickly inland; there is a risk of directly affecting our province, especially coastal localities. The strongest wind near the storm center is level 11, gusting to level 13.

The storm is forecast to be very strong, causing heavy rain for a long time, with complex developments and a high level of natural disaster risk. To proactively respond, the Provincial People's Committee issued Official Dispatch No. 15/CD-UBND dated August 7, 2025, directing localities to be ready to respond to storm No. 5.

From the above situation, the delegates observed the actual operation of the response mechanism for storm No. 5 carried out by Tien Trang commune. Practicing the actual evacuation of people living in dangerous areas to safe places, the delegates directly watched the order of steps and actions of local authorities, support forces and people.

Situation of evacuating people to safety.

In particular, Tien Trang Commune People's Committee has prepared a number of situations and cases that may arise during the evacuation process, such as falling or broken tree branches, some households refusing to comply and having to be forced to do so, pregnant women about to give birth... These situations provide flexible response capabilities for the forces working on disaster prevention, control, search and rescue.

The situation where authorities called on ships to take shelter from the storm.

For the situation of calling on boats to take shelter in a safe place when there is a storm, the Border Guard Command coordinated with the Department of Agriculture and Environment, Tien Trang Commune People's Committee and related units to mobilize 125 people along with 5 control ships, 15 fishing boats and other equipment to participate in the exercise. Situations of calling, guiding and ensuring safety for boats to take shelter in the Ly River storm shelter were organized close to reality.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem delivered a closing speech at the exercise.

In his closing speech, Vice Chairman of the Provincial People's Committee Mai Xuan Liem praised the Provincial Military Command, the Department of Agriculture and Environment, the forces, authorities and people of Tien Trang commune for actively cooperating to implement the contents of the plan and program of the exercise.

In order for the work of disaster prevention and control to be effective, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches, units and communes and wards to continue to strictly implement the direction of the Chairman of the Provincial People's Committee in Directive No. 08/CT-UBND dated July 11, 2025 on strengthening disaster prevention and control work in the province in 2025.

Immediately after the drill, the Vice Chairman of the Provincial People's Committee requested each agency and unit to seriously draw lessons, promptly review, supplement and complete plans and solutions to respond to incidents, natural disasters and search and rescue in line with the functions and tasks of each agency and unit; flexibly apply the results of the drill to the reality of flood and storm prevention and control and search and rescue in the locality.

Along with that, strengthen the inspection work to grasp the situation, clearly identify key and vulnerable areas. Especially, unsafe constructions, dams, dykes; areas and locations where people are expected to be evacuated when there is a situation. Inspect and control the activities of ships going out to sea, prepare good anchorage areas for ships to avoid storms. Proactively deploy response plans to key areas, ensure the safety of lives and property of the State and the People. Actively propagate and disseminate information on weather, natural disasters, response skills, and mobilize people to improve their proactiveness in preventing and responding to incidents, natural disasters and search and rescue.

Prepare well the forces and means to respond to incidents, natural disasters and search and rescue at all levels and sectors; be ready to carry out tasks when situations arise. Promote the combined strength of agencies, sectors, fronts, and organizations in preventing, combating and overcoming the consequences of storms and floods according to the motto "4 on-site", minimizing the damage caused by natural disasters.

Through the drill, the capacity of leadership, command and management of disaster prevention and control and search and rescue of Party committees, authorities, and commune-level Steering Committees for Disaster Prevention and Control and Search and Rescue in coastal and estuary areas in the province is improved.

Thereby, checking the ability to mobilize human resources, means and coordination capacity between relevant forces in disaster prevention and control work at the commune level according to the "4 on-site" motto when a situation occurs, ensuring the safety of life and property of the State and the People. Assessing the core role of armed forces in disaster prevention and control work; especially in evacuating people, means, property, rescuing, and ensuring security, social order and safety.

At the same time, through the drills, lessons and practical models are drawn to practice and improve skills in preparing and being ready to implement plans, scenarios and PCTT solutions in communes in coastal and estuary areas according to the motto "4 on-site".
