In recent days, widespread hot weather has occurred in the North and Central regions, causing high demand for electricity, with the maximum load capacity on June 2, 2025 reaching 51,672 MW (at 13:40, the highest ever). Due to the impact of climate change, the weather situation is becoming more complicated, unpredictable and extreme, negatively affecting the assurance of electricity supply in the coming time, especially in the North.
To continue to resolutely, effectively and promptly implement solutions to operate the national power system safely, stably and continuously, meeting electricity demand in the peak months of 2025 and the coming time, the Prime Minister requested the Ministers of the Ministries of Industry and Trade, Finance, Agriculture and Environment, Chairmen of the People's Committees of provinces and centrally run cities, Chairmen and General Directors of the Corporations: Vietnam Electricity (EVN), Vietnam National Industry and Energy (PVN), Vietnam Coal and Mineral Industries Group (TKV), Commander of Army Corps 19 - Ministry of National Defense to focus highly, continue to resolutely, synchronously and effectively implement the solutions in Directive No. 01/CT-TTg, Official Dispatch No. 49/CD-TTg and the Plan for electricity supply and operation of the national power system in 2025 approved in the spirit of 6 clear principles: "clear people, clear work, clear responsibility, clear authority, clear time, clear results". "Results" according to the direction of the Prime Minister, as a basis to ensure sufficient electricity supply for production, business and people's lives, absolutely ensuring no power shortage in any case.
The Prime Minister requested the Minister of Industry and Trade to urgently organize the implementation of the revised Power Plan VIII that has been issued. Take full responsibility before the Government and the Prime Minister for ensuring adequate electricity supply to serve production and business activities and people's lives.
Directing to strengthen state management, along with inspection and supervision of operation and urging the implementation of power source projects, best preparing for power generation during peak months.
Regularly monitor and closely update weather developments to develop a reasonable power system operation method, ensure available capacity of power plants, and prepare plans to meet increased load demand during hot weather in the peak summer months.
Continue to operate the national power system according to the direction of the Prime Minister in Decision No. 922/QD-TTg on amending and supplementing a number of articles of the Inter-reservoir Operation Procedure in the Red River Basin issued together with Decision No. 740/QD-TTg of the Prime Minister.
The dispatch also stated that hydropower plants should closely monitor the hydrological situation, flexibly store water according to the inter-reservoir process, and ensure maximum backup and power generation during the 2025 dry season.
Coal-fired and gas-fired thermal power plants must ensure sufficient fuel, proactively maintain and reserve equipment for stable operation and limit incidents. Wind power and solar power need to increase storage capacity to improve supply efficiency. Nhon Trach 3 thermal power plant must operate in June 2025, Nhon Trach 4 in August 2025; Quang Trach 1 unit 1 connected to the grid on August 19, 2025. Water storage items of Hoa Binh reservoir must be completed before the flood season, Units 1 and 2 of Hoa Binh Hydropower Plant expansion must be inaugurated on August 19 and put into operation in September 2025.
For the transmission grid, power management and distribution units should increase on-duty and closely monitor grid operations, especially the 500kV, 220kV, 110kV lines and areas at high risk of incidents; proactively take measures to ensure the power system operates safely, stably and reliably, especially during the dry season, while preventing incidents caused by extreme weather.
Investors must speed up the progress, inaugurate the 500kV Lao Cai – Vinh Yen transmission line project, the 500kV Hai Phong – Thai Binh projects, the 220kV Than Uyen – Lao Cai projects on August 19, 2025 and complete the approved power transmission projects in August 2025...
The Prime Minister assigned the Minister of Agriculture and Rural Development and the Minister of Natural Resources and Environment to strengthen monitoring and forecasting of weather and natural disasters, especially prolonged heat waves, and provide timely information for management; direct hydropower reservoirs to calculate plans for water intake for agriculture, while prioritizing water reserves for power generation during the peak dry season.
The Head of Government also requested the Minister of Finance, within the scope of authority and legal regulations, to direct EVN, PVN, and TKV to closely and effectively coordinate in implementing solutions to ensure electricity supply, and well organize the implementation of electricity purchase and sale contracts, coal supply, gas supply, etc.
