Conditions for promotion to the professional title of primary school teacher grade II

In September 2016, I was recruited by the Department of Home Affairs as a primary school teacher, on a 6-month internship. On March 1, 2017, I was appointed to the professional title of primary school teacher grade IV (code V.07.03.09). In October 2022, I was classified as a primary school teacher grade III (code V.07.03.29).

In 2021, I graduated with a master's degree in Educational Management. Up to now, I have held the old level IV and the new level III for 8 years. According to Circular No. 08/2023/TT-BGDDT of the Minister of Education and Training , teachers with a master's degree will have the condition to hold level III reduced to 6 years.

However, Circular No. 13/2024/TT-BGDDT dated October 30, 2024 of the Minister of Education and Training does not mention the reduction of the number of years of holding the rank for teachers with a master's degree. May I ask, in my case, am I eligible for promotion to rank II? Le Dong (ledong***@gmail.com)

Clause 3, Article 10 of Circular No. 02/2021/TT-BGDDT was amended and supplemented in Clause 9, Article 2 of Circular No. 08/2023/TT-BGDDT, stipulating: In case a teacher takes the exam or is considered for promotion to the professional title of primary school teacher grade II (code V.07.03.28), if he/she has a master's degree or higher, meets the standards for training level of primary school teacher grade II and has held the professional title of primary school teacher grade III (code V.07.03.29) or equivalent for 6 (six) years or more (excluding probationary period) as of the deadline for submitting application for the exam or promotion, he/she is determined to have met the requirements for time holding the rank as prescribed in Point i, Clause 4, Article 4 of this Circular.

If you have met the training standards of a primary school teacher grade II (code V.07.03.28), have a master's degree in Educational Management, have held the professional title of primary school teacher grade III (code V.07.03.29) and equivalent to 8 years (as the information you provided), you have met the requirements on the time holding the rank to register for consideration of promotion of the professional title from primary school teacher grade III to grade II when the locality organizes the promotion.
