The dispatch stated: According to the National Center for Hydro-Meteorological Forecasting, last night and early this morning (November 18), the area from Ha Tinh province to Lam Dong province had moderate rain, heavy rain, and in some places very heavy rain. Heavy rain continued in the context of the Central region being severely affected by the circulation of Storm No. 13, increasing the risk of flash floods, landslides in mountainous areas and flooding in coastal plains.

To proactively respond, minimize damage and ensure safety for students, teachers, staff and facilities in the education sector, the Ministry of Education and Training requests the Departments of Education and Training of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong to implement the following contents.

Firstly, strictly implement the Prime Minister's Official Dispatch No. 219/CD-TTg dated November 17, 2025 on focusing on responding to and promptly overcoming the consequences of floods in the Central region.

Second, have plans to ensure safety for students, teachers and education managers; prepare online learning plans, postpone school schedules on complicated rainy days; implement the "4 on-site motto".

Third, inspect and review constructions that are at risk of being unsafe. Resolutely do not use constructions, classrooms, and items that do not ensure quality. Pay special attention to schools and school sites near rivers, streams, flooded areas, and landslides to warn or temporarily suspend operations if safety is not guaranteed. Proactively move assets, machinery, equipment, tables, chairs, records, and textbooks to dry, safe places to minimize damage, breakage, and loss.

Fourth, continuously update information, summarize damages, report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training to summarize and report to the Government.
