On the afternoon of April 26, responding to VTC News , Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City confirmed that the Department has just decided to suspend 40/41 Apax Leaders foreign language centers.
Mr. Minh added that these 40 centers had closed before, mostly because their premises had been reclaimed, and because they lacked directors and teachers, so they did not meet the conditions to operate according to regulations.
However, the Department still decided to suspend operations to avoid the case of Apax Leaders arbitrarily reopening operations without reporting and without ensuring quality.

According to Mr. Minh, if Apax Leaders wants to reopen, they must have a report. The Department will check the conditions of each center. If everything meets the regulations, they will be allowed to reopen.
The only Apax Leaders center still operating in Ho Chi Minh City is the center on Phan Xich Long Street (Phu Nhuan District).
Apax Leaders is a chain of foreign language centers operating nationwide, with 120 centers and a peak number of students of about 120,000 people.
In 2020, the outbreak of COVID-19 caused Apax Leaders to suffer heavy economic losses. In Ho Chi Minh City, Apax Leaders has 41 centers, with more than 15,000 students, the amount that each parent pays to the center ranges from tens of millions to hundreds of millions per course.
By mid-2022, controversies about the operations of the Apax Leaders English system and parents in Ho Chi Minh City occurred frequently, related to Apax not assigning classes to students, poor teaching quality, unqualified teachers, unpaid teacher salaries, and centers closing one after another.
At its peak, by early 2023, 40/41 Apax Leader centers in Ho Chi Minh City had ceased operations. More than 1,700 parents sent a complaint to the Ho Chi Minh City Department of Education and Training.
In March and April 2023, Apax Leaders leaders continuously held meetings with parents in Ho Chi Minh City, drafting plans and roadmaps for refunding tuition fees to students who no longer have the need to return to study at this center.
In early April 2023, Apax Leaders offered a tuition refund plan for parents who want to withdraw, starting from June 2023.
