Positioning the Public Administration Service Center in the new administrative system

This is the request of Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh at a working session with the Hanoi City Public Administration Service Center, which took place on the afternoon of April 8.

Also attending the meeting were leaders of departments, branches and People's Committees of several districts in the city.

Technology is the foundation, satisfaction is the measure

The report at the meeting showed that after more than 5 months of official operation, the Center has implemented a plan to rearrange and restructure the organization towards multi-sectoral and multi-field, reducing internal organization, saving, and combating waste. In the immediate future, the Center will organize 12 branches (reducing 18 branches), ensuring the correct implementation of the spirit of Resolution No. 18-NQ/TU.

In early March 2025, the Hanoi City Public Administration Service Center officially put Branch No. 1 and Branch No. 2 into operation, becoming an important focal point in handling administrative procedures serving people and businesses.

After 1 month of operation, during the month, Branch No. 1 received 7,524 administrative procedure files; at Branch No. 2, the total number of files received reached 7,206 files. The remaining 10 branches have completed their headquarters, facilities and officially operated since March 29, 2025.

Up to now, the Center has implemented many key tasks to improve the efficiency of administrative procedure settlement, improve the quality of service for people and businesses in accordance with the policies of the Government and Hanoi People's Committee. The Center has piloted 30 online public service agents in coordination with strong enterprises with good facilities to support people in using free online public services. In 2025, the Center plans to open more than 500 online public service agents across the city, without using the state budget; as of March 21, 2025, 244 agent points have been deployed.

Deploying the application "Digital Capital Citizen" (iHanoi), as of April 4, 2025, the iHanoi application has reached 5,664,187 registered users and 49 million visits, showing the increasing interest and usage of people and businesses in this digital platform. The total number of received feedback is nearly 60 thousand, of which 86.7% are processed.

At the meeting, Director of the Hanoi City Public Administration Service Center Cu Ngoc Trang emphasized that in the coming time, the Center will effectively implement the goal of shortening the time to process administrative procedures, aiming to redefine the government's service method for the people, taking technology as the foundation and taking people's satisfaction as the measure.

Regarding the personnel structure, Mr. Cu Ngoc Trang proposed that the Center will accept all qualified and competent staff from the People's Committees of 30 districts, towns, and cities who are currently on secondment to become the official staff of the Center, ensuring that the staff is mentally stable and secure in their work after implementing the 2-level government model. If the pilot in Hanoi is successful, it will be successful nationwide.

At the meeting, leaders of departments, branches and localities expressed their appreciation for the model of "redefining the way the government serves the people" being implemented by the Hanoi City Public Administration Service Center.

Agreeing with the proposal to accept seconded staff to become official staff of the Center, Chairman of Tay Ho District People's Committee Nguyen Dinh Khuyen and leaders of Cau Giay District People's Committee said that this plan will ensure to partially resolve the surplus district-level staff when implementing the 2-level government model.

Regarding the issue of adding staff to the Center, Deputy Director of the Hanoi Department of Home Affairs Mai Xuan Truong noted that the Center needs to carefully calculate professional needs in the context of decentralization and complete delegation of authority to the new grassroots administrative unit model in the coming time.

Chief of Office of Hanoi People's Committee Truong Viet Dung suggested that it is necessary to soon report to the Government to consider the legal corridor for the Central model before implementing the 2-level government model in the city in particular and the whole country in general.

Mr. Truong Viet Dung also raised the issue of the Research Center advising the City People's Committee so that Hanoi can be the first locality to pilot nationwide the implementation of non-territorial administrative procedures before implementing the 2-level government model from July 1, 2025.

Concluding the working session, Chairman of Hanoi People's Committee Tran Sy Thanh assessed that the pilot establishment of the City Public Administration Service Center is a well-researched and highly effective product of the Government Office .

"If Hanoi pilots successfully, it will be successful nationwide," the Chairman of the City People's Committee emphasized, adding that the Center does not act on behalf of units and localities in handling administrative procedures, but performs the function of monitoring and advising on administrative procedure reform with a digital transformation platform, applying science and technology and big data.

Emphasizing the importance of innovating thinking in administrative procedure reform, the Chairman of the City People's Committee requested the Center to advise the City People's Committee to develop content on decentralization and authorization; appraise administrative procedures to design internal processes and coordination processes to softwareize existing processes; restructure administrative procedures on the basis of encrypted data to ensure "correct, sufficient, clean, alive" and data can be reused.

The Chairman of the City People's Committee also proposed to the leaders of the Administrative Procedure Control Department (Government Office) on the issue of connecting and synchronizing data between agencies and units.

The Chairman of the City People's Committee also emphasized that the quality of service as well as the process of implementing administrative procedures for people must be consistent at all branches; building office culture, ensuring solidarity and internal unity...

“It is necessary to conduct research to determine the role of the Center in the new administrative system by June 2025 and advise the Government to consider and decide. This is a particularly important issue,” said the Chairman of the City People's Committee.
