The Politburo and Secretariat delegation worked with the Standing Committee of Son La Provincial Party Committee

On the afternoon of June 19, comrade Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office, Head of the Inspection Delegation of the Politburo and the Secretariat chaired an online working session with the Standing Committee of the Son La Provincial Party Committee on the implementation of the Resolution of the 11th Central Conference, term XIII.

At the Conference, Comrade Lo Minh Hung, Standing Deputy Secretary of the Son La Provincial Party Committee, reported on the implementation results of Resolution No. 60-NQ/TW dated April 12, 2025. The province has completed the Project to rearrange 200 commune-level administrative units into 75 units, along with conclusions on the organization of the apparatus and public service units under the People's Committee at the commune level according to the two-level government model.

At the same time, the province has developed and implemented a project to reorganize and streamline the Fatherland Front, socio- political organizations and mass organizations from the province to the grassroots level.

Son La province also terminated the activities of the direct superior trade unions at the grassroots level, the grassroots trade unions of administrative agencies, and public service units receiving salaries from the state budget. Son La Newspaper and the provincial Radio and Television Station were merged and reorganized.

Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Son La province reported at the meeting.

The Standing Committee of the Son La Provincial Party Committee has issued a plan to organize a conference to announce the Provincial Party Committee's decisions on terminating the activities of the Party Committees at the district, town and city levels; establishing the Party Committees at the commune level directly under the Provincial Party Committee; transferring the Party organization and Party members to the Party Committees of the Party agencies and the People's Committee of Son La province.

Regarding the implementation of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th Congress, the province has established delegations to supervise the leadership, direction and preparation of the congress.

As of June 16, 3,862/3,920 party cells under grassroots party committees had held congresses (reaching 98.5%). There were 58 party cells that had not yet held congresses because they were being merged and reorganized. 54/761 grassroots party organizations had completed their congresses.

Comrade Lo Minh Hung, Standing Deputy Secretary of Son La Provincial Party Committee reported on the implementation results of Resolution No. 60-NQ/TW dated April 12, 2025 of Son La.

Regarding Resolution No. 57-NQ/TW, Decision No. 204-QD/TW and Project 06 of the Government, Son La province has developed a plan to implement the movement "Digital Education for All"; completed the Steering Committee on science, technology development, innovation and digital transformation; issued a plan to implement digital transformation in Party agencies for the period 2025-2028.

Son La province also issued regulations on the use of information system software in Party agencies; coordinated with the Central Office to deploy transferred software; researched and implemented tasks to achieve the growth target of 8% or more according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Committee.

At the Conference, Son La province proposed that the Central Government soon issue guidelines for developing projects to implement components of the Digital Transformation Project; regulate investment norms for digital infrastructure from the Central to the grassroots level so that the province has a basis for unified and synchronous implementation.

Propose to supplement the payroll to recruit human resources with scientific and technological qualifications to serve digital transformation; propose that the Central Government direct the Ministry of Finance and the Ministry of Construction to pay attention to investing in inter-regional projects, key projects in the Northwest region.

Son La province has completed the merger of Son La Newspaper and Son La Provincial Radio and Television Station.

Recommend that the Ministry of Finance promptly assign the Department of Statistics to calculate and announce the proportion of digital economy in GRDP as a basis for developing digital economic development indicators in the political report submitted to the 16th Provincial Party Congress.

In his concluding remarks, comrade Le Hoai Trung acknowledged the initial results achieved by Son La province. At the same time, he requested the Standing Committee of the Son La Provincial Party Committee to absorb the comments, concretize and urgently and resolutely implement the tasks according to the Resolution of the 11th Central Conference, the key resolutions and conclusions of the Politburo and the Secretariat.

Comrade Le Hoai Trung requested the province to focus on directing the implementation of Conclusion No. 167-KL/TW on the policy of rearranging the organization and administrative units, ensuring simultaneous operation at the provincial and communal levels from July 1, 2025.
